Do You Need a Boat Survey in Croatia? 2027 Checks

Understand the official inspection record, then agree an independent purchase assessment that answers your own condition questions.

By Peter Mattey · 9 min read · Facts checked 2026-10-03

Boat survey Croatia can describe two different enquiries: the official technical inspection position and the condition assessment you commission for a purchase. As a practical recommendation, ask for both the statutory records and a written scope for your own assessor. Keep their purposes clear. A valid regulatory document should not be described as a promise that every system has been tested for your proposed purchase.

The maritime ministry publishes boat-inspection conditions and extraordinary-inspection triggers. The official ordinance identifies who establishes navigability for boats and yachts, and how defects can affect operation. This guide uses those sources to help you read the record and plan questions; any recommended pre-purchase assessment is identified as practical advice rather than an invented legal obligation. Section 1

Read the statutory record before commissioning a survey

Article 41(1) of the ordinance published as NN 13/2020 assigns the technical inspection of boats and small vessels to harbourmaster offices or branches. Article 41(2) identifies the Croatian Register of Shipping for the stated national-navigation yachts and international-navigation yachts up to 24 metres, while Article 41(3) addresses recognised organisations for longer international-navigation yachts. As a practical recommendation, identify the vessel's actual category and issuing authority before interpreting a certificate. A document for a different use or category should not be treated as interchangeable.

The same article relates navigability to the relevant navigation category and purpose. As a practical recommendation, compare the vessel's recorded use and operating limits with what you intend to do after purchase. Ask the responsible authority to explain any uncertainty. An inspection record should be read with its conditions, rather than as a free-standing claim that the boat can undertake any route or activity. Keep the proposed navigation and passenger arrangements explicit when you request confirmation, especially if the seller's use differs from yours.

The ministry's yacht guidance says e-Vessel provides register data and information on technical-inspection validity. As a practical recommendation, ask the owner to supply the current relevant records and use the official information to check their consistency. Your independent assessor can then work from an identified vessel and documented history. Agree a written purchase-assessment scope explaining what will be inspected, what access is needed and what remains excluded. That recommendation does not imply that the official platform replaces an examination of physical condition.

Broker tip: As a practical recommendation, obtain the current official inspection record before asking an assessor for a quotation. Include the boat's intended use and ask the authority to explain any certificate limitation you cannot interpret. Our guide on how to buy a boat in Croatia covers a related point.

Section 2

Check the conditional periodic-inspection rule

The maritime ministry lists periodic inspections every two years for boats used commercially and for public boats. As a practical recommendation, establish the recorded use before applying an interval. A boat being offered for a private purchase may have a commercial history, and the sale description alone does not explain its current administrative classification. Ask for the actual record and the next inspection position. This guide does not convert a commercial-use interval into an identical requirement for every vessel regardless of category or use.

For personal-use boats, the ministry lists a five-year interval for craft over seven metres or with propulsion power over 15 kW where the stated facilities or multi-day-use conditions apply. These include sanitation, a kitchen with a built-in gas-consuming appliance, intended multi-day stays, an inboard engine or a built-in fuel tank. As a practical recommendation, provide the office with the boat's actual specification and ask it to confirm applicability. Both the threshold and the listed condition matter; length alone does not reproduce the whole rule.

The ministry separately describes transitional deadlines for previously exempt personal-use boats. Those dates have passed by this guide's checking date and are not presented as upcoming opportunities. As a practical recommendation, ask the authority to confirm the vessel's present inspection position if the seller relies on an old exemption or historic record. Do not assume that a formerly exempt boat remains exempt simply because it has not changed owner. Keep the authority's response with the technical file and have your purchase assessor consider any unresolved history.

Broker tip: As a practical recommendation, send the office the actual length, propulsion details, facilities and recorded use. Ask for the present inspection position rather than repeating an interval from an advert or a historic exemption. Section 3

Investigate damage, repairs and changes of use

The ministry lists accidents such as grounding, collision, sinking, damage or fire among reasons for extraordinary inspection. As a practical recommendation, ask the seller directly about those events and request the associated repair and inspection records where relevant. Do not infer an incident from cosmetic evidence alone, but do not treat fresh paint as an explanation of the history either. A useful purchase assessment identifies observations and limitations clearly and connects any further investigation to the actual vessel rather than to assumptions about an entire class of boats.

Significant repairs or modifications are another listed trigger. The ministry says the owner must notify the competent harbourmaster office or branch before starting work where the described changes have or may have effects on matters including structural integrity, stability, navigation characteristics, propulsion, capacity, tonnage or navigation area. As a practical recommendation, compare major-work invoices with the related correspondence and updated papers. A replacement or refit can be relevant to value, but it should also be understood against the official notification and technical requirements.

The ministry also lists reasonable suspicion about navigability and specified changes from personal to commercial use or changes of navigation area among extraordinary-inspection situations. As a practical recommendation, ask the authority what your proposed change would require before buying on the assumption that an existing inspection covers it. Tell your independent assessor about the intended use as well. A report prepared for ordinary leisure use should not silently become evidence for a materially different plan that was never included in the agreed assessment. No universal compulsory pre-purchase condition survey, fixed survey fee or standard negotiation discount is asserted. No individual vessel, official defect decision, inspection history or proposed assessment scope was inspected. For these, email us at info@europeanyachtbrokers.com for the latest information.

Broker tip: As a practical recommendation, request a written damage and major-work history with the corresponding records. Ask the authority about any proposed change of use before treating an old inspection as suitable for your plans. See also our guide on boat valuation in Croatia.

Section 4

Plan access and respond properly to findings

As a practical recommendation, agree access, testing and any lifting arrangements before the assessor attends. Ask what can be checked afloat, what needs the boat ashore and whether a sea trial forms part of the instruction. These are recommended purchase arrangements, not a fixed Croatian survey package prescribed here. The ministry separately says that new-boat first registration does not need a technical inspection but does need the equipment declaration. That administrative statement should not be expanded into a promise that a new boat has no defects or needs no acceptance checks.

Article 43 of the 2020 ordinance describes official action when defects are found in boats or small vessels. For defects not substantially endangering navigation safety, it provides an order to remedy them within a specified period no longer than 30 days, with consequences if they remain unresolved. As a practical recommendation, obtain any such decision and establish its actual status before planning delivery or a sea trial. The published maximum period is not permission for a buyer to disregard an outstanding restriction or to choose their own corrective timetable.

The article also addresses limited documents where safe navigation is possible under restrictions, and prohibition where defects substantially endanger navigation safety, health or the environment. As a practical recommendation, separate the assessor's repair recommendations from the authority's binding decision and obtain clarification of operational limits. Use documented findings to decide whether to proceed, renegotiate or seek further investigation under the purchase terms agreed with your adviser. No standard discount, mandatory survey price or automatic right to cancel is invented in this guide.

Broker tip: As a practical recommendation, agree the inspection scope and access in advance. If an official defect decision exists, obtain its current status and operational limits before arranging a trial or delivery. Your questions

Frequently asked questions

Is a pre-purchase condition survey the same as the statutory inspection?

They address different enquiries in this guide. The official inspection position follows the vessel's category, use and regulatory requirements; an independent purchase assessment is a practical recommendation with a scope you agree. Obtain both the statutory records and an explanation of what your assessor will inspect, rather than presenting one document as a complete answer to every condition question. (Narodne novine — Boats, Small Vessels and Yachts Ordinance)

Does every personal-use boat have a five-year inspection interval?

The ministry's rule is conditional, not universal. It refers to personal-use boats above the stated seven-metre or 15 kW threshold where a listed facility or multi-day-use condition applies. As a practical recommendation, ask the harbourmaster to confirm the actual boat's position using its specification and recorded use instead of quoting the interval without its conditions. (Croatian maritime ministry — boat registration instructions)

Should major modifications be disclosed before a survey?

Yes, as a practical recommendation, supply the assessor with the major-work history and associated records. The ministry describes advance notification for significant repairs or modifications with the stated actual or potential effects, and includes such work among extraordinary-inspection situations. Ask the authority to clarify any unresolved administrative consequence rather than treating a repair invoice alone as proof that all requirements were met. (Croatian maritime ministry — boat registration instructions)

Can an official defect finding restrict a sea trial?

Yes: Article 43 describes restricted documents and navigation prohibition according to the nature of the defects. As a practical recommendation, obtain the actual decision and confirm its present status before arranging a trial. Do not assume that a planned sale or an independent assessor's attendance overrides the authority's limitation or gives permission to navigate while a prohibition remains unresolved. (Narodne novine — Boats, Small Vessels and Yachts Ordinance)

Does a new boat's first-registration rule guarantee its condition?

No: the ministry's statement concerns the administrative technical-inspection requirement for new-boat first registration and the equipment declaration. It is not a guarantee about every component's condition. As a practical recommendation, agree your own acceptance or purchase-assessment scope and record any limitations, while confirming that the vessel actually qualifies for the stated new-boat procedure. (Croatian maritime ministry — boat registration instructions)
