How to Buy a Boat in Istria, Croatia in 2027: Checks and Costs

Check local administration, berth arrangements, the purchase file and agreed costs before committing to a boat in Istria.

By Peter Mattey · 9 min read · Facts checked 2026-10-03

Buying a boat Istria research needs to distinguish a purchase in the peninsula from a right to keep the craft in the seller's harbour. Pula's official communal-berth guidance explicitly addresses a sale and says the berth right does not pass to the new owner. That local check belongs alongside the boat's condition and ownership evidence. This guide uses Pula's actual administrative and berth arrangements as an Istrian example within Croatia, while leaving other operators' individual contract terms to their own confirmation.

This guide is for buyers arranging a viewing and purchase in Istria. It covers the Pula Harbourmaster's published contacts, communal-berth allocation, document expenses and sale-file checks. Recommendations help organise enquiries before committing. They do not establish live berth availability, guarantee a filing appointment or replace legal assessment of a foreign-flag transaction. Section 1

Plan the local administration and inspection route

Pula's official Harbourmaster page identifies a dedicated vessel-registration contact. Our recommendation is to send the vessel's documented identity, present register and intended ownership outcome to that team before arranging signature or booking travel. Keep the reply with the purchase file and ask whether a branch should handle the individual request. A boat viewed in an Istrian marina is not automatically a Croatian registered craft, and a local broker's introduction should not be treated as an authority decision about the applicable filing route.

The Ministry lists Pula branches including Umag, Novigrad, Poreč and Rovinj. Our recommendation is to organise the viewing at the boat's actual location and ask the surveyor how the inspection access will be provided there. Distinguish a branch enquiry from the yard's availability to lift or move the boat. This guide does not verify lifting equipment dimensions or appointments at an individual marina. Obtain the service provider's confirmation before committing to a schedule that depends on access outside the craft's current berth.

Navigation-safety inspection has its own contact on the Pula page, while public-service hours are given for weekday administrative visits. Our recommendation is to direct registry document questions to the registry team and separate technical-inspection enquiries from the private purchase survey. The published hours help plan contact but do not establish a guaranteed appointment or purchase-processing duration. Prepare a concise list of questions and supporting documents so the buyer, seller and office are discussing the same vessel and intended procedure when the enquiry is reviewed.

Broker tip: Our recommendation is to send the documented vessel identity and proposed transaction to the registry contact before booking travel. Keep inspection access and document filing as separate tasks, with a named contact for each. See also our guide on how to buy a boat in Croatia.

Section 2

Check the berth arrangement before the purchase

If the purchase is advertised with a Pula communal berth, verify that statement before attaching value to it. Pula County Port Authority says the berth right does not pass to the new owner on sale; the contract ends or needs subsequent regulation. It also prohibits users from giving their berth to third parties or tying another craft there without consent. Our recommendation is to ask the authority about the buyer and the actual boat, then keep the response separate from the sale agreement and any seller assurance.

The authority's allocation scheme gives successive priority to specified local commercial users, local recreational users and qualifying craft predominantly based in the area. It groups boats by length and use and operates a waiting list where craft cannot be accommodated. Our recommendation is to establish eligibility and the actual application route before relying on a communal berth. These published criteria do not provide a live vacant-berth count or guarantee a waiting period. A buyer should arrange a workable alternative where the necessary allocation or contract remains unresolved.

A user wishing to replace the craft on an agreed berth must seek written consent and satisfy the dimensional and other characteristics stated by the authority. Our recommendation is to send the documented length and relevant boat details with the enquiry, then obtain confirmation before planning the move. Do not infer approval from a previous craft fitting the same place. This guidance applies to Pula's communal scheme; other Istrian marinas and county ports need their own contract review and operator response before an included-berth statement is accepted.

Broker tip: Our recommendation is to ask the berth operator about the buyer and the actual vessel before accepting any included-berth claim. Keep the written response with the purchase terms and arrange an alternative if approval is unresolved. Readers often go on to our guide on whether you need a boat survey in Croatia.

Section 3

Separate document costs and the buyer's filing

Identify whether the planned purchase needs a Croatian ownership change or first entry from another register before commissioning document services. Ministry instructions state that the boat registration sheet is free, but their first-registration guidance also lists translation, notarisation, apostille and removal-certificate expenses. Our recommendation is to ask the Pula registry team which documentary route applies and obtain only the relevant quotations. A yacht lying in Pula and a Croatian boat staying in the register should not be assigned the same unsupported administration package.

Budget for the inspection location and agreed handover rather than an invented Istrian average. The Civil Obligations Act assigns delivery and preceding expenses to the seller, and removal and subsequent expenses to the buyer, unless otherwise agreed. Our recommendation is to specify the lifting, access, movement and onward delivery that the transaction actually includes. Ask the provider to identify the craft and service in the quotation, then name the payer in the agreed terms. A confirmed berth arrangement remains a separate contractual question and should not disappear into that service budget.

Prepare the buyer's Croatian ownership-change request before completion where that is the applicable route. The Ministry's filing period runs from acquiring ownership rights. Our recommendation is to identify the person preparing and submitting the request, the supporting originals and the evidence each party will retain. Use Pula's published registry contact for the actual filing questions. The page's public-service schedule does not establish a standard Istrian delay, and this guide does not turn the buyer's national filing deadline into a promise of local appointment availability. No verified live berth availability, region-wide waiting period or seasonal purchase-processing delay was established. No universal regional survey, lifting, brokerage or document-service tariff was verified. For these, email us at info@europeanyachtbrokers.com for the latest information.

Broker tip: Our recommendation is to request quotations for the actual document and delivery services, then assign each cost in writing. Prepare the buyer's register-change request alongside completion instead of leaving the filing until after departure. Our guide on whether you pay VAT on a boat in Croatia covers a related point.

Section 4

Reconcile the description, title and restriction record

A precise condition description matters even where the parties have completed a viewing together. The amended Act treats departure from the agreed description and characteristics as a material defect. Our recommendation is to compare the Istrian listing, final specification and survey findings before accepting the agreement. Record the seller's response to an untested or defective system, and identify any repair promised before handover. The agreed inventory should show exclusions clearly rather than assume that personal possessions or third-party equipment photographed aboard are automatically included.

Check the registered restrictions rather than relying only on the seller's ability to open the boat for inspection. Ministry guidance identifies mortgages and specified proprietary, charter and disposal restrictions in Sheet C. The Civil Obligations Act addresses an undisclosed third-party right limiting the buyer's right where it was not accepted. Our recommendation is to ask the lawyer to establish what release or consent evidence belongs in the sale file. Keep those title checks separate from the Pula berth enquiry: satisfactory evidence for one issue does not resolve the other.

The Ministry requires a written legal transaction with the certified signature of the person whose right is transferred when ownership is acquired through that transaction. Our recommendation is to confirm the acceptable authentication with the competent office before the signing meeting and identify where the required originals will go afterward. Have a locally qualified lawyer review the seller's authority and the proposed completion terms. For a craft staying under a foreign flag, the title-transfer analysis must follow that craft's actual register rather than its Istrian viewing location.

Broker tip: Our recommendation is to compare the specification, inspection findings and restriction record before signing. Have a locally qualified lawyer review the disclosure and release arrangements, then confirm the authenticated document requirements with the relevant office. Your questions

Frequently asked questions

Does a Pula communal berth pass to me when I buy the boat?

No. Pula County Port Authority says the berth right does not pass to the new owner on sale and the contract ends or requires subsequent regulation. Our recommendation is to ask the authority about the buyer's proposed arrangement before accepting an included-berth claim. Keep the written response with the purchase file and arrange another location where the required allocation or contract is unresolved. (Pula County Port Authority)

Can the seller lend me their communal berth after completion?

The Pula scheme prohibits users from giving a berth to third parties or tying another craft there without authority consent. Our recommendation is to obtain the operator's response before planning to remain at the seller's place. A private promise in the sale negotiations should not be treated as authority consent. Other Istrian operators need their own contractual assessment rather than an assumption that Pula's scheme applies everywhere. (Pula County Port Authority)

Will a larger replacement boat fit an existing Pula berth contract?

Pula's guidance requires written consent for replacement and compliance with the stipulated length and other characteristics. The authority also groups craft by length and use. Our recommendation is to provide the documented dimensions and obtain confirmation before buying a replacement that depends on the berth. A previous boat fitting the place does not establish approval for the proposed craft or verify the buyer's entitlement to use it. (Pula County Port Authority)

Who should I contact about the Croatian filing in Pula?

The Ministry lists a dedicated Pula vessel-registration contact and identifies its Istrian branch network. Our recommendation is to send the documented craft identity and proposed registration outcome to that team before booking signature or travel. Keep navigation-safety inspection questions and private purchase-survey access separate. The published public-service hours help plan an enquiry but do not establish a guaranteed appointment or a standard processing delay. (Ministry of the Sea, Transport and Infrastructure)

Should my budget include every import document service?

No. The Ministry's documentary cost examples concern first registration and should be assessed against the actual register route. Our recommendation is to establish whether the purchase is an existing Croatian ownership change or entry from another register, then obtain quotations for the services it needs. Keep the free registration-sheet statement separate from translation and authentication charges, and agree delivery expenses explicitly in the contract. (Narodne novine; Ministry of the Sea, Transport and Infrastructure)
