How Do You Register a Boat in Greece? 2027 Guide

Identify the correct register, ownership papers, certificate fees and permit updates.

By Peter Mattey · 9 min read · Facts checked 2026-10-03

Boat registration Greece checks begin with identifying the actual record and document you need. Ship registration, a small-craft ownership certificate, the electronic recreational-vessel register and a navigation permit are not treated as interchangeable in the official sources. This guide explains their stated roles and scopes. It separates published procedures from practical recommendations, so a buyer or seller can ask the receiving authority a clear question before choosing forms or committing to a completion date.

Use it to organise ownership evidence, applications and the document handover. It does not determine every nationality condition, foreign-flag option or small-craft classification. Confirm current requirements with the competent port authority or a qualified adviser for the boat's actual register, intended use and transaction before relying on a general service description. Section 1

Identify which register and document you need

Boat registration in Greece is not one document or one online application. Our recommendation is to begin with the boat's current flag, register details, ownership record and intended private or commercial use. The official sources describe a ship register, small-craft registration and a separate electronic register for recreational and tourist vessels. Ask the competent port authority which system applies to the actual vessel. An advertisement that mentions registered status without identifying the record does not give you enough information to plan a purchase or ownership change.

The official text of Law 5020/2023 sets out a ship-registration framework using net register tonnage, with stated exceptions and nationality conditions. Article 3 addresses ships of at least ten net register tons; Article 4 provides for smaller ships in a special public book, subject to the stated exception. Our recommendation is to obtain an official classification for the boat instead of substituting hull length for tonnage. This is the law as published, not a claim that this guide has established every later implementing provision or eligibility exception.

The separate small-craft ownership-certificate procedure in Mitos says the port authority issues a certificate when a craft is registered in the Small Craft Registration Book (Βιβλίο Εγγραφής Μικρών Σκαφών, BEMS), and on a recorded ownership transfer exceeding fifty per cent. Our recommendation is to establish whether the documents you hold belong to that system. Do not assume that references to a small ship and a small craft necessarily identify the same administrative route, or that a nationality document can be substituted for a BEMS certificate without confirmation.

Broker tip: Our recommendation is to obtain the register's exact name and the boat's current entry before choosing forms. Ask the authority to confirm classification rather than using length as a substitute for tonnage. See also our guide on how to transfer boat ownership in Greece.

Section 2

Organise ownership evidence and any transfer application

The Mitos registered-ship transfer procedure lists a bill of sale with seller and buyer signatures authenticated by a public authority or through gov.gr. It describes submission in person or by post rather than a digital service. Our recommendation is to ask the receiving port authority what your particular application needs, especially where ownership is corporate, a representative attends or papers originate abroad. Build the file around that answer. A general service description should not be turned into a promise that every applicant can complete the same transaction online.

The same procedure states that ownership does not transfer without entry in the ship register. It also describes checking the application and supporting papers before recording the change and issuing a new nationality document. Our recommendation is to align signing and payment with that legal and administrative sequence. Do not release money on the assumption that possession alone replaces registration. If the boat is foreign-flagged or belongs to a different registration system, obtain separate confirmation; this procedure is not presented as the universal route for every vessel located in Greece.

For the BEMS ownership certificate, Mitos describes receipt of an application and declaration, acknowledgement of the request, document checking and issue of the certificate by the port authority. Identification evidence is listed, including a passport as an alternative. Our recommendation is to ask which document is accepted for you and whether representation evidence is needed. Keep the acknowledgement and final document together. The description of an ownership-certificate application does not by itself establish that every initial registration or ownership transfer has already been completed correctly.

Broker tip: Our recommendation is to have the receiving authority confirm the document schedule before signing. Keep registration conditions visible in the completion plan rather than assuming the contract alone completes every administrative step. Readers often go on to our guide on whether you need a boat licence in Greece.

Section 3

Separate document fees from a promised completion date

For the small-craft ownership certificate, the current Mitos page publishes a cost of thirty-five euros. Its detailed list comprises a twenty-euro electronic fee with code 4824 and fifteen euros payable for EKOEMN. Our recommendation is to confirm the payment instructions with the receiving authority before paying, and identify this as the certificate's stated cost rather than a complete boat-purchase budget. It does not establish all charges for an initial registration, a different register, a tax transaction or professional assistance that you choose to commission.

The same Mitos certificate page publishes a processing deadline of fifty days. Our recommendation is to ask the authority what that means for your submission and avoid treating the published deadline as a prediction that your own document will arrive on a particular date. It also does not establish a regional delay or a guaranteed time for the whole boat purchase. Organise travel and collection around confirmed document availability, not around an estimate inferred from the service page. Retain the application acknowledgement so the authority can identify your file.

Our recommendation is to keep official document payments, transaction taxes, translation or authentication services and optional adviser costs in separate budget lines. The opened sources do not give a single national total for every recreational boat registration or a universal fee for changing foreign registration. Ask each provider for a written description of the work and the charge before authorising it. If a document's name or register changes the application, reassess the costs rather than carrying a BEMS certificate fee across to an unrelated procedure. Every nationality eligibility condition, later implementing measure and foreign-register option has not been established; ask the competent authority. Law 5020/2023 source is the original official publication, not a consolidated text; current administrative sources supplement the procedural discussion. For these, email us at info@europeanyachtbrokers.com for the latest information.

Broker tip: Our recommendation is to identify the exact service before paying. Ask the authority to confirm the application's current payment instructions and document availability instead of treating a published deadline as your collection booking. Our guide on whether you pay VAT on a boat in Greece covers a related point.

Section 4

Check the electronic register and navigation permit separately

Gov.gr's pleasure and tourist vessel service describes the electronic register as covering private recreational vessels flying the Greek flag, commercial recreational vessels regardless of flag and professional tourist day ships. Our recommendation is to ask which entries need to be made or updated for the actual boat and intended use. This description is separate from the Mitos ownership-transfer process and the small-craft certificate. Do not present a link to the electronic service as evidence that every register or nationality requirement has been satisfied by a single submission.

For recreational craft voyages up to ten metres, Gov.gr describes an application to amend the navigation permit after changes recorded in the relevant boat register or small-vessel registration book. The service calls for personal Taxisnet credentials, an email address and supporting documents. Our recommendation is to ask the maritime authority whether an ownership or other recorded change affects the boat's existing permit. This specific small-craft service should not be extrapolated to a larger vessel or a foreign navigation document without checking its scope.

The same amendment service says that if the existing permit was issued outside the electronic port-authority system, the original must be sent immediately to the competent port authority and the application completes after it is received. Our recommendation is to plan custody and delivery of that original with the owner and representative. An ownership document, electronic register entry and navigation permit serve different checks in this guide. Before sailing, obtain separate confirmation of the applicable operational requirements instead of using successful registration as an assumed permission for any voyage.

Broker tip: Our recommendation is to ask separately about ownership records, electronic vessel registration and the navigation permit. Record which office confirms each step and keep proof that any required original was received. A related question is answered in our guide on what boat insurance you need in Greece. Your questions

Frequently asked questions

Is boat registration in Greece a single online process?

No, the opened sources describe different records and services. Mitos lists a registered-ship transfer procedure submitted in person or by post, while Gov.gr describes a separate electronic register and a specific small-craft permit-amendment service. Our recommendation is to identify the actual register and document you need before selecting an application or assuming one online entry settles every requirement. (Mitos; Gov.gr)

When is a small-craft ownership certificate issued?

Mitos says the port authority issues it on registration in BEMS and on a recorded transfer exceeding fifty per cent ownership. That statement concerns the stated small-craft certificate procedure. Our recommendation is to check that the boat belongs to BEMS and ask which ownership documents are needed, rather than assume that a similarly named ship register follows an identical route. (Mitos)

What cost does the BEMS ownership-certificate page publish?

It publishes thirty-five euros, comprising a twenty-euro electronic fee with code 4824 and fifteen euros for EKOEMN. This is the certificate procedure's stated cost, not a complete purchase or registration budget for every boat. Our recommendation is to confirm current payment instructions and keep any other application, tax or optional professional-service charge separately identified. (Mitos)

Does the published fifty-day deadline predict my completion date?

No, it is the processing deadline published for the small-craft ownership-certificate procedure, not a universal prediction for your purchase or another registration service. Our recommendation is to ask the receiving authority about the specific application and organise collection around confirmed document availability. Keep the acknowledgement so the authority can identify the submission when you seek an update. (Mitos)

Can a recorded change require a navigation-permit amendment?

Gov.gr describes a permit-amendment service for recreational craft up to ten metres after changes recorded in the relevant register or small-vessel registration book. Where the permit was issued outside e-DLA, the original must be received by the port authority before completion. Our recommendation is to confirm the service's applicability to your boat and plan delivery of any required original. (Gov.gr)

What if my question is not answered in this guide?

This guide only includes facts checked against official sources. For anything it does not cover, email us at info@europeanyachtbrokers.com for the latest information, and ask a locally qualified adviser to confirm the position for your own boat.
