How Do You Register a Boat in Portugal? 2027 Guide

Identify the correct registration request, assemble official evidence and distinguish statutory stages from a promised handover date.

By Peter Mattey · 9 min read · Facts checked 2026-10-03

Boat registration Portugal means choosing the correct procedure for the boat's existing status and proposed use. A first registration, an ownership transfer and a technical change are different requests under the recreational regime. Preparing the right evidence before submission helps you ask the authority focused questions and avoids building a purchase plan around the wrong application. This guide explains verified statutory requirements alongside DGRM's service information, with practical recommendations for assembling a clear file.

Use it when buying a new boat, bringing a foreign-flag craft into the Portuguese system or reviewing an existing record. It does not guarantee a completion date or treat a historic fee page as a current quotation. Tax, customs and any other property-record questions need their own applicable checks. For anything this guide does not cover, email us at info@europeanyachtbrokers.com for the latest information.

Section 1

Do you need a first registration or a record change?

The recreational code requires craft within its regime to have a property registration before they are used. It separately provides for changes after an ownership transmission and specified changes to the name, technical characteristics or navigation area. Begin by establishing whether an existing Portuguese record already identifies the boat. As a practical recommendation, compare the booklet and seller's documents with the physical identification before choosing the request, and ask the authority to resolve any inconsistent or incomplete history.

DGRM's first-registration service lists new craft, foreign-flag imports and specified cases involving inland or historic registers. That service should not automatically be substituted for the ownership-transfer request on an already registered recreational boat. As a practical recommendation, tell the authority what record currently exists, where it was issued and which change you intend. Keep a copy of the response with your purchase documents, particularly if a registration change is being planned alongside a sale or movement to another flag.

There is a narrowly defined auxiliary-craft exemption: Article 16 covers craft no longer than 2.5 metres and no more powerful than 4.5 kW, exempting them from registration, inspection, verification and fees. Do not extend that exemption to any boat merely described as small or as a tender. As a practical recommendation, establish both measurements and the craft's auxiliary status from reliable evidence. Where the status is unclear, obtain an authority confirmation before treating the boat as outside the registration procedure.

Broker tip: Identify the existing record and the exact change before selecting an application. Keep the boat's physical identification, documents and authority response together, and do not infer an exemption from a sales description. Section 2

What should go into the application file?

Article 17 requires an individual owner's full name, identification-document number and tax-identification number. For a person resident outside Portugal, it also requires evidence of address. Those are registration particulars, not a statement about tax residency or entitlement to relief. As a practical recommendation, assemble legible records and ensure the applicant's details match across the application and acquisition documents. If a representative is acting, check the authority's required evidence of representation before asking them to submit the request.

The statutory file includes acquisition evidence and an EU declaration of conformity where applicable. For craft acquired or imported directly from third countries by their owners, Article 17 also requires customs-clearance declaration evidence. These requirements have distinct purposes, so keep the ownership, conformity and customs records clearly identified. As a practical recommendation, ask the competent authority about an absent or nonstandard document before submission, and obtain customs or qualified legal advice where the available history leaves a question unresolved.

The DGRM service directs applicants to the BMar Embarcações category and the request called Primeiro registo de embarcação de recreio. As a practical recommendation, prepare the supporting documents before opening the application, then check the completed entries against the records before submitting. Preserve the request evidence and any later request for clarification. Do not interpret an optional attachment label on a service page as a general exemption from a statutory customs or conformity requirement that applies to your case.

Broker tip: Prepare identity, acquisition, conformity and any required customs records before submission. Match the applicant and boat details carefully, and ask about a missing document rather than treating an optional upload field as an exemption. Section 3

Which authority handles the request, and how long are the stages?

Article 18 routes types 1, 2 and 3 to DGRM and types 4 and 5 to AMN for the relevant technical stage. It provides for that stage within 15 days, reduced to five days where an initial inspection is unnecessary. These are statutory procedure provisions. As a practical recommendation, ask the authority which classification and inspection position applies to your file; do not convert the published stages into a guaranteed date for an incomplete application or a booked purchase handover.

After technical information, Article 18 provides two days for name approval, followed by five days for the recording stage once the preceding procedures have concluded, and one day after registration for booklet issue. The stages describe the prescribed process rather than a verified current queue at your local office. As a practical recommendation, keep a record of what has actually been completed and request an update on the next stage instead of assuming all steps run from an advertisement or offer date.

The current DGRM tariff lists technical information for first registration or alteration of recreational registration at €59.70. That is a defined authority service entry, not an all-inclusive registration price. For a separate ownership-transfer request, DGRM states that its own service is free but additional local maritime-authority charges may apply. As a practical recommendation, confirm the total for the exact procedure and any separate inspection or registry service. Keep authority charges, professional assistance and transaction tax separate in the budget so the scope of each amount remains clear. The verified 2026 DGRM technical-information charge is not an all-inclusive registration bill; other applicable authority charges need separate confirmation. Published statutory stage periods are not verified current local processing times. For these, email us at info@europeanyachtbrokers.com for the latest information.

Broker tip: Ask which stage your file has reached and obtain the current complete charge for the actual request. Keep statutory stage periods separate from a promised completion date or a quotation for professional help. Our guide on whether you pay VAT on a boat in Portugal covers a related point.

Section 4

What does the booklet prove, and what else should be checked?

The boat booklet (livrete) is described in Article 21 as evidence that the craft is registered and may be used for its intended purpose. It includes identification, classification, dimensions, applicable engine details and owner identification. As a practical recommendation, review those particulars before accepting the boat and ask the authority how an inconsistency should be corrected. A booklet with the wrong owner or engine details should be treated as a question to resolve, rather than silently copied into the purchase file.

Article 21 excludes safety-equipment data from the booklet and provides for an electronic record within the national system (SNEM), with an access code for the owner and a paper issue on request. As a practical recommendation, make sure the agreed handover includes access to the appropriate issued records. Do not read the absence of an equipment list in the booklet as evidence that equipment requirements do not exist; check the applicable requirements and certification separately for the boat's classification.

Article 22 identifies applicable liability-insurance and annual circulation-tax (IUC) payment evidence among onboard documents, with station licence, inspection and inflatable-liferaft inspection evidence where required for the classification. As a practical recommendation, make an onboard-document checklist that reflects the actual craft and intended use. Ask the authority about any uncertain requirement before navigation. Registration, command qualification, insurance and equipment evidence are related parts of lawful use, but possession of the booklet alone does not settle each separate question.

Broker tip: Compare the issued booklet with the boat and owner details, then check the applicable onboard documents separately. Arrange electronic access or the requested paper record before treating the handover file as complete. A related question is answered in our guide on what boat insurance you need in Portugal. Your questions

Frequently asked questions

Is a Portuguese boat ownership transfer the same as first registration?

No: the recreational regime provides for first registration and for alterations of an existing record, including ownership transmission. DGRM also offers separate first-registration and ownership-transfer requests. Establish whether the boat already has a Portuguese record and describe the intended change before selecting the application. Keep the existing booklet and acquisition evidence available so the authority can identify the correct route for this particular craft. (DGRM)

What identity details does an individual owner provide?

Article 17 requires the individual owner's full name, identification-document number and tax-identification number, with address evidence where the owner resides outside Portugal. Match these particulars with the acquisition records before submitting the application. The requirement for an address document is a registration-file rule; it does not establish the person's wider tax treatment, residency rights or entitlement to an import relief. (Diário da República)

Which authority handles the technical registration stage?

Article 18 routes recreational types 1, 2 and 3 to DGRM and types 4 and 5 to AMN. Confirm the craft's actual classification and any inspection need before planning the procedure. The statutory technical, name-approval, recording and booklet stages should not be turned into a guaranteed local completion date for an incomplete file or a purchase that still has unresolved documents. (Diário da República)

Does the booklet list the boat's safety equipment?

No: Article 21 expressly excludes safety-equipment data from the booklet. It records other particulars, including identification, classification, dimensions, applicable engine information and owner identification. Check equipment requirements and their evidence separately for the actual craft and its permitted use. As a practical recommendation, review the applicable onboard-document file alongside the booklet before navigation instead of assuming one record answers every safety question. (Diário da República)

Does the technical-information fee cover the whole registration?

No complete registration total is established by the single tariff entry. Annex III lists technical information for first registration or alteration at €59.70; confirm the other applicable services and charges for the actual craft. For the separate ownership-transfer request, DGRM says its own service has no charge but warns of additional local maritime-authority costs, so the complete ownership change should not be assumed free. (DGRM)
