Match skipper permissions to the yacht and check the exemption rules that changed on 1 October 2026.
By Peter Mattey · 9 min read · Facts checked 2026-10-03
Boat licence Spain means checking the skipper's permissions against the boat and the trip you actually intend to make. A navigation licence, a recreational skipper qualification and a no-qualification exception have different conditions. Buyers should settle that question before a sea trial or collection; sellers should agree who will take the helm. This guide uses the current official decree, including a recently effective amendment, and distinguishes personal qualifications from the yacht's own registration and navigation documents.
The guide explains licence and qualification limits, training evidence, card renewal and the foreign-document routes. It also highlights the motor-boat exemption that changed on 1 October 2026. Confirm your specific flag, residence and qualification combination with the maritime authority before relying on a certificate for a purchase or delivery voyage. Key facts at a glance
RD 875/2014 article 11, current wording effective 1 July 2019 and retained in the 30 December 2025 consolidation, permits vessels up to 6 metres and personal watercraft, with manufacturer-appropriate power, by day within 2 nautical miles of a port, marina or shelter.
BOE, recreational skipper qualifications ·RD 875/2014 article 8, current BOE consolidation published 30 December 2025, permits PNB holders to operate motor recreational boats up to 8 metres within 5 nautical miles of a port, marina or shelter.
BOE, recreational skipper qualifications ·In that consolidated decree, article 8 permits PER motor boats up to 15 metres within 12 nautical miles of the coast and between islands within the Balearic or Canary archipelagos.
BOE, recreational skipper qualifications ·RD 1188/2025 article 4, effective 1 October 2026, amends RD 875/2014 article 10: private motor boats up to 5 metres and maximum nominal 15 CV, without a power-reducing device, fall within its stated exemption.
BOE, 2025 Merchant Marine amendments ·RD 875/2014 article 26, current consolidation published 30 December 2025, gives qualifications no expiry but cards 10 years' validity, with renewal every 5 years once age 70 is reached.
BOE, recreational skipper qualifications ·Section 1
The Spanish recreational qualifications attach permissions to the person at the helm. They should be checked against the yacht's length, propulsion and intended route before purchase. The navigation licence permits vessels up to 6 metres and personal watercraft with manufacturer-appropriate engine power, for daytime use within 2 nautical miles of a port, marina or place of shelter. As practical advice, compare those exact limits with your planned use rather than assuming that possession of a navigation document permits any coastal yacht or any departure time.
The basic navigation skipper qualification (patrón para navegación básica, PNB) gives basic motor-boat permissions up to 8 metres, within 5 nautical miles in any direction of a port, marina or shelter. The recreational boat skipper qualification (patrón de embarcaciones de recreo, PER) gives basic motor-boat permissions up to 15 metres and within 12 nautical miles of the coast, plus the specified inter-island navigation. As a practical recommendation, show the intended route to the training or maritime authority and check which permission you actually hold.
Sailing and extended cruising require their own permission checks. The decree distinguishes basic motor permissions from complementary sailing permissions and the PER extensions for larger boats and passage between the Iberian Peninsula and the Balearic Islands. As practical advice, ask the authority to confirm the endorsements recorded for your qualification rather than relying on a broad description of the course you attended. Keep the planned handover or delivery route within both the skipper's confirmed permissions and the vessel's separate operating limitations.
Broker tip: Practical recommendation: match the actual boat, propulsion and delivery route to your recorded permissions before purchasing. Ask the authority to confirm any sailing or extended-route endorsement and retain the answer with your navigation documents. Navigation licence scope
Section 2
The decree sets the general qualification and navigation-licence age at 18 years. A specific exception permits applicants aged 16 to obtain the licence or PNB with written parental or guardian consent and the prescribed theoretical and practical requirements. As a practical recommendation, ask the responsible administration which application route and evidence apply to the candidate. Do not confuse that training exception with the age condition for boating without a qualification; the latter is a different statutory route and should be assessed separately.
Basic safety and navigation practical training, and the required radio courses, form mandatory elements for the relevant qualifications under the decree. For a DGMM-issued card, the application requires evidence of the applicable issue fee, completed practices and courses, and psychophysical fitness. As practical advice, ask the training provider and administration to identify the records needed for the exact qualification and any endorsements. Passing a theoretical exam alone should not be treated as proof that the complete document-issue requirements have been met.
The Ministry of Transport's official service supports issue, renewal, recognition, exchange and duplicate applications, and links to fee information. This is an administrative route rather than a quotation for a training package. As a practical recommendation, use the service or the competent regional administration to confirm the procedure appropriate to your case and keep course evidence and application records together. Ask who issues the final document, what remains outstanding and whether your intended trial or collection can proceed within an expressly applicable authorisation.
Broker tip: Practical recommendation: ask the responsible administration for a case-specific checklist and keep the exam, practice, radio and fitness evidence together. Confirm that the final card or an expressly applicable interim authorisation covers the planned trial or collection. Section 3
This guide does not supply a universal training cost or current issue-fee amount. The official Ministry service points applicants to the relevant fee information, and the decree requires the applicable payment evidence for DGMM card issue. As a practical recommendation, obtain the administrative amount from the responsible authority and request a separate training quotation showing what it includes. Keep the cost of instruction apart from the fee for the document so that a package description does not conceal an outstanding administrative step.
The decree distinguishes the qualification from its card. Qualifications do not expire under its rule, while cards normally have 10 years' validity; once an applicant has reached 70, renewal is requested every 5 years. Renewal due to elapsed validity requires fee evidence and a psychophysical fitness report under the stated provisions. As practical advice, inspect the actual card's dates before arranging a sea trial and ask the issuing administration about renewal rather than assuming an old qualification means its supporting card remains current.
The decree provides a limited interim navigation arrangement during the specified card procedures. Within the holder's permissions, navigation is limited to Spanish territorial waters for a maximum of 3 months from submission, with a checked copy of the application carried aboard. It is not permission to exceed the qualification or to make an unrestricted foreign delivery passage. As a practical recommendation, obtain confirmation from the administration that the arrangement applies to your application, and keep the relevant evidence available before relying on it. No current training-package prices or administrative fee amount was independently verified; obtain the fee from the responsible administration and training cost separately. No individual foreign certificate or national equivalence was assessed; the appropriate captaincy must confirm the applicant's actual document and circumstances. For these, email us at info@europeanyachtbrokers.com for the latest information.
Broker tip: Practical recommendation: check the card's dates before arranging the sea trial. Obtain the current administrative fee and renewal instructions from its issuing authority and confirm any interim authorisation before relying on an application receipt for navigation. A no-qualification exception changed shortly before this guide's checking date. From 1 October 2026, the private motor-boat exception covers boats up to 5 metres with maximum nominal power of 15 CV, without a power-reducing device. The sailing exception covers sporting use of sailing boats up to 6 metres. In these cases navigation must be by day and within 2 nautical miles of the departure port, marina or beach. As a practical recommendation, verify the boat's documented engine power rather than repeating an older exemption summary.
The exemption requires age 18 and excludes personal watercraft. It should not be confused with the navigation licence or the age exception available for obtaining the licence or PNB. As practical advice, ask the maritime authority which route applies before treating a small boat as licence-free. A larger boat, a different engine specification or a proposed departure outside the stated conditions needs its own qualification assessment. Possessing the boat and being entitled to operate it are separate questions that deserve checking before the buyer takes the helm.
Foreign qualifications also require a case-specific check. For Spanish-flagged recreational boats, the decree provides a DGMM authorisation route through maritime captaincies for qualifying EEA citizens and citizens of recognised countries holding eligible nationality- or residence-country documents. For foreign-flagged boats in Spanish waters, its additional provision links the required qualification to the skipper's nationality, flag and, where they differ, residence. As a practical recommendation, give the authority the actual certificate, citizenship, residence and flag details instead of assuming automatic acceptance from a familiar certificate name.
Broker tip: Practical recommendation: send the authority your certificate, residence and flag information before purchase. For a proposed licence-free boat, check the new power and use conditions against the actual documents rather than relying on an older advertisement. Your questions
From 1 October 2026, the exception applies to private motor boats up to 5 metres with maximum nominal power of 15 CV and no power-reducing device. The exempt use is daytime, within 2 nautical miles of the departure port, marina or beach, requires age 18 and excludes personal watercraft. As practical advice, check the actual engine specification against the current rule before relying on an older summary. (BOE, 2025 Merchant Marine amendments)
The navigation licence permits vessels up to 6 metres and personal watercraft with manufacturer-appropriate power for daytime navigation within 2 nautical miles of a port, marina or place of shelter. As a practical recommendation, compare those conditions with the yacht and intended collection route. A navigation licence should not be treated as permission for a longer yacht or an unrestricted passage simply because it is a formal document. (BOE, recreational skipper qualifications)
No: the decree distinguishes PER's basic motor permissions from complementary sailing and extended-route permissions. The relevant training and recorded extensions need to be checked for the actual yacht and passage. As practical advice, show the authority your qualification and proposed route and ask it to confirm the endorsements held, rather than relying on a general course description or someone else's certificate. (BOE, recreational skipper qualifications)
Yes: the decree normally gives cards 10 years' validity and requires renewal every 5 years once age 70 is reached, while the qualification itself has no expiry under that rule. Renewal after elapsed validity requires the stated fee evidence and psychophysical fitness report. As practical advice, check the card's dates and contact its issuing authority before arranging a trial or collection passage. (BOE, recreational skipper qualifications)
Do not assume automatic acceptance: the decree provides a DGMM authorisation route for the stated eligible foreign qualifications and citizens operating Spanish-flagged recreational boats. Different provisions address foreign-flagged boats and the skipper's nationality and residence. As a practical recommendation, give the captaincy the actual certificate, citizenship, residence and flag details and obtain confirmation for the intended boat and route before the buyer takes the helm. (BOE, recreational skipper qualifications)
