Plan a buyer's condition assessment and check the separate statutory inspection, certificate and renewal requirements for the boat.
By Peter Mattey · 9 min read · Facts checked 2026-10-03
Boat survey Italy decisions should begin with what you want the inspection to establish. A buyer wants to understand condition, defects and the work needed before purchase. The Italian safety-certificate system has its own legal purpose, technical bodies and documentary process. Keep those questions clear when requesting an inspection. Ask what the proposed service covers, what remains untested and whether any separate statutory inspection or certificate action is needed for the actual boat.
This guide covers practical preparation for a purchase assessment and the verified national safety-inspection framework for recreational boats within the cited regulation's scope. It explains certificate validity, renewal and the consequences of damage or deficiencies. Recommendations about inspection scope and purchase arrangements are distinguished from the statutory requirements in the sourced facts. For anything this guide does not cover, email us at info@europeanyachtbrokers.com for the latest information.
Key facts at a glance
Legislative Decree 171/2005, Article 26(1), states that the safety certificate for recreational boats and ships attests navigability and forms part of the onboard documents.
Normattiva – safety certificate purpose, updated 22 Dec 2020 ·For the applicable non-CE-marked boats, Ministerial Decree 146/2008, Article 57(1), requires a complete inspection of hull, engine installation, electrical installation and fire protection under the chosen technical body's rules for the suitability attestation.
Normattiva – technical inspection procedure, updated 21 Oct 2024 ·Ministerial Decree 146/2008, Article 50(5), provides for safety-certificate renewal every five years following a suitability attestation from a notified or authorised technical body.
Normattiva – certificate issue and renewal, updated 21 Oct 2024 ·Under Ministerial Decree 146/2008, Article 51(2), renewed safety-certificate validity runs from the date the suitability attestation is issued.
Normattiva – certificate validity, updated 21 Oct 2024 ·Under Ministerial Decree 146/2008, Article 57(3-ter), a technical body can set a correction deadline for temporarily tolerable renewal-visit deficiencies; failure to comply within that period causes the suitability attestation and safety certificate to lose validity as specified.
Normattiva – technical inspection procedure, updated 21 Oct 2024 ·Section 1
Ask for a written scope before instructing anyone to inspect the boat. As a practical recommendation, identify the hull, propulsion, electrical installation and fire protection, then discuss what other equipment you want assessed. Request an explanation of access limitations and the tests that are excluded. This creates a useful purchase brief without suggesting that every private inspection must follow an identical statutory checklist. Give the inspector the boat's available records and describe the use you intend after purchase, so the proposed assessment can address your actual questions.
The Codice della nautica da diporto, Legislative Decree 171/2005, Article 26, gives the safety certificate its legal function: it attests the craft's navigability and belongs among the onboard documents. The detailed framework used here is the Regolamento di attuazione dell'articolo 65 del decreto legislativo 18 luglio 2005, n. 171, Ministerial Decree 146/2008. Check whether the boat falls within that framework before applying its inspection and renewal provisions. Smaller recreational craft, called natanti, have a more limited treatment under the regulation.
Ask the seller for the current certificate and the underlying inspection or suitability records where they apply. Then decide what additional information you want for the purchase assessment. In particular, first registration of a used CE-marked boat does not automatically create a fresh full initial certificate period; the regulation addresses the remaining validity. Compare the relevant dates rather than relying on a recent registration entry. As a practical check, ask the inspector to identify discrepancies between the boat as presented and the documents made available for review.
Broker tip: Agree the inspection brief in writing and ask what it excludes. Request the current certificate and previous technical reports separately, so the condition assessment can be read alongside the statutory documentary record. What to inspect
Section 2
For the non-CE-marked boats to which the certificate requirement applies, the regulation describes a complete inspection covering the hull, engine installation, electrical installation and fire protection. The chosen technical body's rules govern that assessment. This is why the status of the body matters where you need a statutory suitability attestation. Before making an appointment, tell the provider whether you are seeking a purchase condition report, an attestation for the statutory certificate process, or separately defined services addressing both needs. Obtain a written explanation of the deliverables.
The technical body supplies the suitability attestation, while the owner or financial-lessee user has the prescribed submission role. The recreational-boating electronic service desk, Sportello telematico del diportista (STED), handles the record update following validation by the central recreational-craft registrar, Ufficio di conservatoria centrale delle unità da diporto (UCON). The central electronic recreational-craft archive, Archivio telematico centrale delle unità da diporto (ATCN), and the navigation licence are updated through that process. Ask who will complete each action rather than assuming the inspection appointment completes all the administration.
A periodic renewal visit carried out abroad has a specific documentary route through the consular authority. The technical body also has a notice obligation to the maritime or consular authority for the scheduled periodic visits. These provisions concern the statutory procedure; they do not establish a universal booking period for a private purchase assessment. As a practical arrangement, coordinate the seller's access, the inspection appointment and any agreed yard work before the visit. Request confirmation of what the owner must provide and where the resulting documents will be submitted.
Broker tip: Ask the provider to identify its statutory role and the documents it will issue. Agree who submits the attestation and follows up the certificate and licence updates, especially when the boat is abroad. See also our guide on what boat insurance you need in Italy.

Section 3
Read the certificate's dates alongside the boat's design category and the relevant registration record. The regulation gives different initial periods for the stated category groups, followed by the prescribed renewal cycle. Do not substitute the date of a sales listing or a private condition report for the event identified in the legislation. As a practical review, ask the seller to supply the certificate, renewal attestation and relevant annotations together. That allows you to distinguish the current expiry position from a claim that the boat has recently been inspected.
For a renewal, validity runs from the date of the suitability attestation. Plan the inspection and documentary steps with that rule in mind, and ask the handling parties to confirm the resulting dates in the actual file. The statutory notice period for periodic visits is a notice obligation, not a promise that an appointment can be obtained at that notice. No uniform inspection-booking time or administrative completion period is established by the official sources used here, so obtain a written schedule for the services you propose to commission.
Request an itemised quotation for the proposed assessment and any separate statutory service. As a practical recommendation, ask whether access arrangements, a lift, a launch, travel or additional specialist checks are included, rather than assuming the headline quotation covers everything. Agree which party will instruct each service and pay the agreed charge before booking it. The official sources checked establish certificate periods and procedures, but do not publish a universal purchase-survey price. No market-rate estimate or invented yard charge is used in this guide. Survey prices, booking lead times and yard charges are not covered here: email us at info@europeanyachtbrokers.com for the latest information.
Broker tip: Ask for an itemised quotation and a proposed appointment schedule using the actual boat and location. Keep the current certificate dates visible, and agree responsibility for any separately quoted access or yard services. Readers often go on to our guide on boat valuation in Italy.

A certificate does not remove the owner's continuing maintenance duty. The regulation requires the owner or financial-lessee user to maintain the boat, including the hull, engine installation, electrical installation and fire protection. When reviewing a purchase, ask for the maintenance and repair evidence relevant to the boat's present condition. As a practical recommendation, give the inspector any reports of damage, equipment replacement or structural work before the visit. That provides context for the assessment instead of asking the inspector to work only from the boat's appearance on the day.
Serious damage and the changes identified in the regulation can trigger certificate validation, while changes that remove the essential basis of certification can invalidate it and require a new issue with a new navigation licence. Check the documentary history where the boat has been altered. A recent repair invoice is not, by itself, evidence that the required certificate procedure has been completed. Ask the owner and handling body which procedure was applied and request the resulting documents before relying on the existing certificate for your intended purchase.
A renewal inspection can also produce an attestation carrying a deadline for deficiencies that the technical body considers temporarily tolerable. The regulation gives those conditions consequences if they are not met. Read the attestation's prescriptions and the certificate annotations, rather than checking only whether a document has been issued. As a practical purchase arrangement, agree how identified defects, further checks and any required documentary action will be resolved before completion. Record the agreement in writing and ask a locally qualified lawyer to review any contractual rights dependent on inspection findings.
Broker tip: Read every prescription on the technical attestation and certificate. Where defects or alterations are recorded, agree what must be corrected and what documents must be supplied before you commit to completion. Your questions
No, the statutory safety certificate has a defined navigability and onboard-document function. A purchase assessment should have its own written scope describing the condition questions and tests you want addressed. Review the certificate and technical records alongside that assessment, and ask the provider whether any service it proposes is part of the statutory attestation procedure. (Normattiva – safety certificate purpose; Normattiva – technical inspection procedure)
For the non-CE-marked boats to which the certificate process applies, the regulation identifies hull, engine installation, electrical installation and fire protection. The chosen technical body's rules govern the complete inspection used for the suitability attestation. Ask the provider to explain the assessment and resulting document before booking, and distinguish any separately requested purchase-condition checks from that statutory work. (Normattiva – technical inspection procedure)
No, the regulation limits the certificate issued for a used CE-marked unit to the remaining applicable initial period. Review the dates and the technical records rather than treating a recent registration entry as a fresh full period. Ask the seller for the certificate and any renewal attestation so the document review reflects the boat's actual certification history. (Normattiva – certificate issue and renewal)
Yes, the regulation provides a documentary route for a periodic renewal visit performed abroad. The owner or financial-lessee user can present the relevant attestation to the consular authority, and the technical body has the prescribed notice obligation to the authority with jurisdiction over the visit location. Agree the inspection and submission responsibilities before booking the service. (Normattiva – technical inspection procedure)
You must check the prescriptions and their correction deadline. The regulation permits an attestation for temporarily tolerable deficiencies, but specifies loss of validity if the required correction is not completed within the period set by the technical body. Read the annotations and obtain evidence of the required action before treating the document as sufficient for your purchase decision. (Normattiva – technical inspection procedure)
This guide does not set survey prices, booking times or yard charges, because they depend on the boat and location. Email us at info@europeanyachtbrokers.com for the latest information, and ask for an itemised written quotation.
