THE EYB COUNTRY GUIDES · Turkey
Plan a buyer's inspection and distinguish condition findings from official measurement, operating rules and insurer requirements.
By Peter Mattey · 9 min read · Facts checked 2026-10-03
Boat survey Turkey planning should distinguish a buyer's independent condition inspection from official registration measurement and an insurer's technical evidence requirements. These checks serve different purposes. A survey can help a buyer decide which findings need repair, further investigation or a contractual response, but this guide does not invent a nationwide compulsory purchase-survey rule. It uses opened official documents to explain the evidence and operating conditions relevant to planning the inspection.
The guide is for buyers arranging access and sellers preparing the yacht and its records. The inspection scope, appointment, price and contractual consequences should be agreed directly with the relevant parties. Recommendations are identified as practical advice, while the factual entries describe only what the public sources actually state. As practical advice, appoint an independent surveyor with a written scope tailored to the actual yacht and planned use. Give the surveyor the registration papers, technical records and relevant maintenance information before the appointment. İzmir's first-registration checklist identifies boat and engine conformity documents, with Turkish versions of foreign-language papers. Those are official document requirements for the stated registration route, not a complete purchase-survey specification. Their value during inspection is that the surveyor can compare the physical boat with its documented technical identity.
The same checklist identifies the builder's certificate for a yacht built abroad and the customs entry declaration for the imported unused-boat route. As practical advice, ask the seller to supply the applicable records early and identify any missing material before the inspection. A condition inspection does not itself determine a vessel's permanent-import entitlement or resolve an ownership restriction. Keep questions about the boat's construction and condition with the surveyor, and direct uncertain customs or ownership questions to the competent authority or a locally qualified lawyer.
For a classed yacht, the first-registration checklist identifies classification certificates and plans. Classification is a technical status, and it should not be assumed merely because a seller calls the yacht professionally built. As practical advice, give the surveyor the actual certificates and relevant plans and ask what they establish for this vessel. Check whether the proposed scope includes review of those documents. A surveyor's inspection should not be sold as a substitute for every approval or certificate that an authority or insurer requires.
Broker tip: Give the surveyor this yacht's records before the inspection and agree what document review is included. Keep technical findings separate from unresolved ownership, customs and authority-approval questions. A related question is answered in our guide on how to buy a boat in Turkey.

Section 2
As practical advice, compare the hull and engine identifiers physically with the papers before treating a report as evidence about the yacht being purchased. İzmir's checklist identifies the hull identification number and engine label photographs. Ask the surveyor how inaccessible or unreadable identifiers will be recorded and whether further inspection is needed. The point is to link the inspected hull and installed machinery to the documents supplied. A report about an apparently similar yacht or a previous engine installation should not be accepted without explanation.
The harbour authority's first-registration procedure includes document review followed by official measurement scheduling after approval. This is an administrative measurement stage; it is not described as a comprehensive independent assessment of the yacht's purchase condition. As practical advice, tell the surveyor which official measurement or registration papers exist and what remains outstanding. Do not describe a harbour appointment as proof that the hull, machinery and all installed systems have received the buyer's requested independent examination.
Original documents and colour photograph prints are given to the measuring officer under the published first-registration guidance, and the authority describes timing as dependent on workload and personnel availability. As practical advice, keep the administrative originals available while sharing suitable copies for the buyer's inspection. Organise access with the seller and yard directly and obtain an actual appointment. No official independent-survey duration, national survey fee or universal inspection checklist was verified, so this guide gives none.
Broker tip: Ask the surveyor to record the actual hull and engine identity. Treat official measurement and the independent condition inspection as separate appointments, with separate purposes and document requirements. See also our guide on what boat insurance you need in Turkey.

Section 3
As practical advice, agree whether the survey includes an afloat inspection, a lift and a trial, and identify who supplies access, operates equipment and pays each private quotation. The current private-boat regulation requires the boat's register or licence document aboard, subject to its online-verification exception. Have the seller identify the actual records for the trial. A berth-side inspection does not itself authorise navigation, and a survey booking should not be treated as a replacement for the applicable operating documents.
The regulation prohibits commercial use of private boats and sets a stated passenger-capacity basis by the conformity document's design category. Where that document is absent, it provides a different limit. As practical advice, ask the responsible skipper to confirm the permitted persons aboard before inviting the buyer, broker and several specialists to the trial. The inspection party should be planned around the boat's verified capacity and actual operating status rather than the number of people who would like to attend.
Using someone else's private boat also has the owner-authorisation provision in the regulation, while operator qualification depends on the vessel's category. As practical advice, decide the trial skipper and arrange the relevant authority and insurer confirmations before movement. The rule allowing verifiable documents to be checked online does not establish insurance for the trial or authority for an unqualified skipper. Those are separate matters. Keep the approved operating arrangement distinct from the independent surveyor's professional assessment of condition. No universal mandatory independent purchase-survey rule, national survey tariff or published standard duration verified. Independent inspection scope, lift/trial charges and contractual response are recommendations to agree privately, not statutory terms. For these, email us at info@europeanyachtbrokers.com for the latest information.
Broker tip: Agree who skippers the trial, who may attend and which documents and permissions apply before moving the yacht. Obtain the insurer's confirmation for the proposed activity separately from the survey scope. Readers often go on to our guide on boat valuation in Turkey.

As practical advice, request a written report explaining the observed condition, inaccessible areas, testing performed and matters needing further investigation. Agree in the sale contract how findings are handled before the buyer releases funds. The regulator's hull general conditions describe class or compliant-construction evidence and require disclosure of known material matters. Give the insurer relevant findings and ask what evidence it needs. This is not a claim that a private survey automatically satisfies every insurer or that every policy requires the same inspection.
The hull conditions say risks, exclusions and scope are defined by the attached special conditions, and liability compensation is included if it forms part of the cover. As practical advice, ask the provider to explain any survey condition in the proposed policy and whether a finding needs repair or further evidence before acceptance. A seller's existing insurance certificate is not proof of the buyer's new cover. Keep the surveyor's technical recommendation, the buyer's contractual decision and the insurer's underwriting answer as distinct records.
The regulator's hull document lists an expert or adjustment report among the evidence for a loss claim. That is a claims-evidence context, not a universal requirement for an independent report before every purchase. As practical advice, retain the buyer's report and supporting photographs with the completed handover file, and confirm any repairs in writing. Obtain actual quotations rather than an invented national survey price. Where the report identifies a concern beyond the agreed scope, ask for the appropriate specialist investigation before relying on a general conclusion.
Broker tip: Use the written findings to decide the contractual response and provide relevant information to the insurer. Record repaired items and further investigations, and keep the report with the boat's handover documents. Our guide on whether you pay VAT on a boat in Turkey covers a related point. Your questions
No universal obligation was verified in the official pages opened for this guide. It recommends an independent condition inspection as a buyer's practical decision and distinguishes that inspection from official measurement and insurance evidence. Agree the scope, price and contractual treatment with the relevant parties. Do not turn a first-registration measurement or a policy-specific technical condition into a claim that every Turkish yacht purchase requires the same survey. (İzmir Regional Harbour Authority; SEDDK)
The first-registration guidance describes an administrative measurement stage after document review and approval. It does not describe a complete independent purchase-condition examination. As practical advice, tell the surveyor which official papers exist and agree the separate inspection scope. The authority's measurement appointment and the buyer's inspection should be treated as different checks rather than interchangeable evidence that every system has been examined. (İzmir Regional Harbour Authority)
As practical advice, provide this yacht's technical and registration records and agree their review in the scope. The official first-registration checklist identifies boat and engine conformity evidence and relevant builder, import and class documents for its stated categories. The surveyor can compare applicable records with the physical boat. Those document categories are not a universal purchase-survey checklist or proof that a used foreign-flag yacht follows the unused-import route. (İzmir Regional Harbour Authority)
Attendance should fit the applicable carrying capacity. The private-boat regulation links capacity to the conformity document's design category and states a separate limit where that evidence is absent. As practical advice, have the responsible skipper confirm the permitted people before inviting the inspection party. Also arrange the actual operating documents and owner authorisation rather than assuming a survey appointment itself permits navigation. (Resmî Gazete)
No such guarantee is established here. The regulator's hull conditions address technical evidence, disclosure and the actual policy's special conditions. As practical advice, give the insurer relevant findings and ask what it requires for this yacht and proposed use. Keep the provider's written answer separate from the surveyor's condition opinion and the buyer's contractual choice; one report should not be treated as approval of every proposed activity. (SEDDK)
