Check the current private craft equipment rules, length thresholds and the difference between compulsory and recommended items.

Boat safety equipment Turkey is a practical purchase check as well as a preparation task before sailing. A boat advertised with a full inventory still needs its equipment compared with the rules applying to that craft. The current official annex distinguishes equipment for all private craft from additional requirements for longer boats. This guide uses the amended list published by the Bodrum Regional Port Authority, rather than assuming an older checklist remains sufficient for a sale or delivery voyage.
The guide is for buyers and sellers reviewing a private boat or yacht. It explains the basic equipment, fire and medical provisions, length-related additions and the transition for communications equipment. Practical inspection suggestions are identified as recommendations. Commercial vessels and individual foreign-flag cases need their own applicable-rule assessment. Start by identifying the category shown in the boat documentation and obtain the equipment list applicable to it. The regulation discussed here concerns the equipment of private boats and the qualifications of their operators. Zonguldak publishes its original commencement notice, while Bodrum identifies the later amendment and supplies the revised annex. Our recommendation is to retain the amended document with the handover inventory so buyer and seller work from the same checklist instead of comparing different historic versions or relying on a listing description.
The basic list connects personal flotation equipment to the people actually aboard during navigation. Our recommendation is to check the intended crew rather than the number of berths in the brochure, and to inspect suitable child and infant equipment separately. Ask the seller to show the equipment itself and its approval markings. Photograph labels and locations during the inspection. A statement that safety gear is included gives the buyer little help if the actual items cannot be found or identified on board.
A horseshoe lifebuoy is part of the basic equipment list. The revised annex also specifies approval markings for lifejackets and lifebuoys, with an exception for the horseshoe type. Our recommendation is to distinguish the presence of an item from the evidence that it meets the listed requirement. Set aside equipment whose marking cannot be read and ask the responsible authority or a competent supplier to identify it. Record proposed replacement work separately from the equipment accepted in the final inventory.
Broker tip: Our recommendation is to attach dated photographs of the lifejackets and their labels to the inventory, and identify child equipment separately so the buyer can compare the actual items with the planned crew. Section 2
Work through the basic navigation and signalling items before assuming the boat is ready for a delivery voyage. The amended list accepts an electronic device reporting a Global Positioning System position, including a smartphone carrying a suitable application. Our recommendation is to ask the seller to demonstrate the actual position function and to check power and access arrangements. This inspection suggestion does not turn every mobile application into an approved substitute for all the other navigation equipment that a longer boat can require.
The fire equipment requirements depend on the boat arrangement. Inboard machinery, cabins and cooking facilities are separate checks in the basic list. Our recommendation is to walk through these areas with the inventory in hand, identify the relevant extinguishers and note their locations. Ask a competent service provider to address doubtful equipment rather than accepting an inaccessible cylinder as proof of readiness. Keep any replacement quotation separate from the selling price, so the parties can agree who will complete the work before handover.
The first aid provision covers both its waterproof storage and the condition and contents of the kit. Our recommendation is to open the container during inspection, check the dated supplies and compare the contents against the official list. A sealed box in a locker is not a useful handover record if nobody has checked what it contains. Retain an itemised note of anything missing or expired, and agree replacement responsibility alongside other equipment defects disclosed during the buyer inspection.
Broker tip: Our recommendation is to inspect the contents and locations aboard, then send suppliers the actual deficiency list. Agree replacement responsibility before completion instead of assuming an equipment allowance covers every missing item. See also our guide on what boat insurance you need in Turkey.

Section 3
The longer-boat list is additional to the basic list. Our recommendation is to use the documented overall length when deciding which equipment category applies and resolve any discrepancy between the sale listing and the vessel documents. Do not compare one broker measurement with a regulatory threshold without understanding what was measured. Once the applicable category has been confirmed, mark the additional items on the same inspection sheet. This keeps the buyer from overlooking a requirement while concentrating only on the general equipment carried by every private boat.
The additions cover more than rescue equipment. The annex identifies a visible anti-litter poster and specified survival and boating reference material. It also addresses navigation outside the port voyage area, offering an electronic-chart route as an alternative to the listed traditional chart-working equipment. Our recommendation is to establish the intended delivery route and show the actual chart provision to the person who will operate the boat. Treat the presence of a screen as something to inspect, rather than an automatic answer about chart coverage.
Boats with enclosed spaces have further fire equipment in the longer-boat category. Our recommendation is to identify the arrangement aboard and ask the inspector to compare it with the amended requirement. Keep the additional extinguisher distinct from the extinguishers already counted for engines, cabins and cooking areas. The published rules identify quantities and capacities; this guide has not verified official retail prices or servicing tariffs. Obtain written quotations for actual deficiencies and avoid presenting a single equipment budget as a statutory sale charge. Official equipment prices and servicing tariffs were not verified. This guide summarises the revised private-craft equipment annex; commercial vessels and individual foreign-flag applicability require separate confirmation. For these, email us at info@europeanyachtbrokers.com for the latest information.
Broker tip: Our recommendation is to reconcile the boat length, enclosed-space arrangement and planned route before requesting quotations. Keep the basic equipment count and the additional longer-boat list visible on the same handover sheet. Readers often go on to our guide on whether you need a boat survey in Turkey.

Length threshold
Annex 2 B applies its additional compulsory list to private boats and yachts with overall length greater than 10 metres.

The amended annex sets a transition for communications equipment on the longest private boats. Our recommendation is to show the buyer both the present equipment and any installation still to be completed under that transition. Record the exact device involved, the proposed installer and who pays. Do not describe a boat as permanently exempt merely because a requirement has a later implementation deadline. Keep the source wording with the file and ask the authority to confirm its application to the individual craft before planning an installation.
The personal location provision also contains a stated exemption where a fixed Class B Automatic Identification System is present. The terminology matters: an identification transmitter and a personal location beacon are different devices, and the annex names the equipment supporting the exemption. Our recommendation is to verify the installed device and its identity rather than accepting an unexplained claim that the boat has AIS. This guide does not establish that a portable receiver, mobile application or unrelated tracking product satisfies that particular exemption.
The last part of the annex recommends additional equipment by considering the voyage area and duration, boat length and people aboard. Our recommendation is to ask the skipper and surveyor to assess the intended voyage beyond the compulsory minimum. The published recommended list includes distress signals, survival craft and further electronic devices. Keeping these recommendations separate lets the buyer understand what the regulation lists as compulsory, what it recommends and what additional equipment the parties have chosen for their own voyage or handover agreement.
Broker tip: Our recommendation is to list compulsory equipment, transition installations and voluntarily selected voyage equipment separately. Ask the installer to identify the actual device and specification before accepting a quotation or treating an exemption as established. Your questions
No. The revised annex specifies approval markings for lifejackets and for lifebuoys other than the horseshoe type. It also links lifejacket numbers to the people aboard and requires suitable child or infant lifejackets for those aboard. Our recommendation is to inspect labels and actual equipment during the viewing and document any replacements agreed before handover. Do not rely on the advertised sleeping capacity to establish the crew equipment requirement. (Bodrum Regional Port Authority)
The revised basic list expressly includes a smartphone with a GPS mobile application among the electronic devices giving a GPS position. Our recommendation is to demonstrate the actual device before delivery and consider how it will be powered and used aboard. That provision does not remove the separate longer-boat navigation requirements or establish that a phone replaces every safety device listed elsewhere in the annex. (Bodrum Regional Port Authority)
The revised annex places a liferaft in its recommended equipment list, rather than the compulsory list summarised here. That is not a conclusion about every commercial, foreign-flag or other regulated vessel category. Our recommendation is to confirm the rules applying to the individual boat and ask the skipper or surveyor to assess the intended voyage when deciding what additional survival equipment to carry. (Bodrum Regional Port Authority)
No. The annex applies that additional list to private boats and yachts whose overall length is greater than 10 metres. It adds equipment such as a lighted lifebuoy, visible anti-litter poster and specified reference material, with further conditions for navigation and enclosed spaces. Our recommendation is to check the documented overall length and boat arrangement before comparing the inventory with that additional category. (Bodrum Regional Port Authority)
The amended annex gives private boats and yachts over 15 metres a transition of 24 months from the regulation entering into force for that equipment. It also states an exemption where fixed Class B AIS is installed. Our recommendation is to identify the boat category, the actual installed device and the remaining installation responsibility with the authority, rather than treating any tracking product as proof of the exemption. (Bodrum Regional Port Authority)
