Do You Need a Boat Licence in Turkey? 2027 Rules

Check the qualification category, training process and foreign-certificate rules before taking command of a private boat.

By Peter Mattey · 9 min read · Facts checked 2026-10-03

Boat licence Turkey requirements changed in July 2026. A buyer planning to collect or operate a private yacht should therefore check the current amateur certificate categories and the yacht's recorded dimensions before relying on an older boating guide. The operator's qualification is separate from ownership, registration and permission to use someone else's boat. This guide explains the verified current provisions and the documents to organise before a trial or delivery voyage.

The guide concerns the private boats and yachts covered by the regulation's stated Turkish registration scope. It covers the amateur certificate route, training, payment, existing holders and foreign qualifications. Recommendations about planning a purchase or delivery are practical advice; they are not assertions that a foreign certificate receives unrestricted recognition. For anything this guide does not cover, email us at info@europeanyachtbrokers.com for the latest information.

Section 1

Match the certificate to the recorded boat length

The current text is the Regulation on the Equipment of Private Boats and the Qualifications of Persons Operating Private Boats, published in January and amended in July. It covers private boats and private yachts entered in the binding register or ship register, together with their owners and operators. As practical advice, obtain the recorded dimensions before choosing a qualification. The text uses overall length for the smaller certificate and hull length for the larger category, so an advertisement's rounded model description is insufficient.

The amateur boating certificate, Amatör Denizci Belgesi (ADB), now has distinct categories for smaller and larger private boats. The operating article also recognises the stated professional seafarer qualifications. The July amendment adds the ordinary seaman qualification to the smaller-boat provision. As practical advice, show the actual qualification to the harbour authority and ask whether it covers the yacht. A certificate's name, previous sailing experience or the ability to own a boat does not itself establish the operator's authority.

The regulation separately defines larger private yachts and says that they are equipped like commercial yachts. It also states that an amateur certificate does not replace a seafarer qualification. As practical advice, obtain a separate manning and equipment assessment before buying a yacht outside the amateur private-boat category. Ask who can command it for the proposed collection voyage and what personnel are required. Do not assume private use or the seller's competence resolves the buyer's operating position.

Broker tip: Send recorded vessel dimensions and your actual certificate to the harbour authority. Confirm the operating and manning route before fixing a delivery date that depends on taking command yourself. Our guide on what safety equipment a boat must carry in Turkey covers a related point.

Section 2

Arrange the theory, practical training and examination

The application is managed through the Amateur Maritime Information System, Amatör Denizci Bilgi Sistemi (ADBS). The regulation sets status eligibility groups, including foreign nationals with Turkish residence permits, and requires the relevant theory, practical training and successful examination. As practical advice, check your status and application category before committing to a training appointment. This guide does not state that any visiting purchaser can obtain a domestic certificate or that having residence permission alone gives authority to operate a yacht.

For the standard larger-certificate route, the regulation requires prior holding of the smaller certificate. The training article sets separate limits for finishing the online theory and attending practical training after completing theory. If the theory completion limit is missed, the online training is repeated. As practical advice, keep a dated record of the actual course milestones and arrange approved practical training promptly. The formal intervals are not published promises of appointment availability or of the entire application's processing time.

The health article uses the driver-health framework and identifies exemptions for qualifying driving-licence holders and recent reports containing the stated fitness wording. The examination article sets a minimum passing score and question count. As practical advice, have the provider explain which health evidence belongs in your file before submission. Keep the supporting records available for the authority's review. Neither experience on charter boats nor an informal assurance of fitness replaces the required evidence and qualification process described in the regulation.

Broker tip: Confirm the application route and health evidence first. Keep dated course records and book approved practical training around the formal deadlines rather than assuming the purchase timetable gives priority. Section 3

Complete payment, issue and any older-certificate renewal

Passing the examination and receiving a valid certificate are separate stages. The regulation links issue to payment of the document fee under the Fees Law and satisfaction of the applicable conditions. The Ministry's service page explains that payment codes are sent by text message and email for payment through Halkbank. As practical advice, follow the current system instruction and keep the payment confirmation. No current document-fee amount or approved practical-training price is verified in this guide, so neither is estimated.

The issue article links the fee amount to the calendar year and sets a consequence for a successful candidate who leaves the fee stage unfinished for too long. These provisions are separate from the training intervals already discussed. As practical advice, finish payment while the application is current and verify that the qualification has actually been issued. A successful examination result alone should not be treated as the certificate needed for the collection voyage, especially when the parties have planned a rapid handover.

The regulation accepts an online-verifiable QR-coded e-Government printout in place of the amateur certificate at inspection. It also creates a transitional route for certificates issued before commencement. Existing holders who do not complete the stated larger-certificate theory and renewal within the transition period are treated as holders of the smaller category. As practical advice, check an older certificate before purchasing a larger boat and obtain the current system instruction on renewal. Carry verifiable evidence for the actual document being relied upon. Current ADB document fee and practical-training prices were not verified; no price quoted. No blanket foreign-recognition list or foreign-flag operation rule established; vessel and certificate-specific confirmation needed. For these, email us at info@europeanyachtbrokers.com for the latest information.

Broker tip: Complete the payment and issue stages and verify the certificate before collection. Existing holders should check the transition before committing to a yacht that needs the larger amateur qualification. See also our guide on how to register a boat in Turkey.

Section 4

Check foreign qualifications and the owner's authorisation

The foreign-certificate article recognises operation within a foreign document's powers for the stated own-boat, authorised-boat and qualifying bareboat circumstances. It does not give every foreign qualification unlimited recognition. The July amendment changes the bareboat category wording to commercial yachts. As practical advice, provide the authority with the actual certificate, issuer and intended vessel and use. Obtain a specific answer before relying on the document for a trial or delivery; a familiar certificate name is not a complete account of its scope.

If the harbour authority doubts a foreign certificate's authenticity or validity, it can seek confirmation from the issuing administration online or by email and withhold use pending confirmation. The international-equivalence article separately provides for recognition on reciprocity terms and publication in ADBS. As practical advice, obtain the issuer's verification details before the delivery appointment. Neither an informal translation nor a broker's previous experience with a certificate should be presented as the public authority's confirmation of that document's rights.

Permission to use someone else's private boat is a separate question. The regulation requires the stated approved authorisation, with its exception for the owner's spouse and children. It also limits how younger holders of the smaller certificate operate. As practical advice, arrange both the skipper's qualification and the owner's permission before the trial. A valid amateur certificate does not itself prove the proposed skipper has been authorised to use this yacht, nor does family permission remove the applicable qualification conditions.

Broker tip: Carry the actual qualification and the owner's authorisation for the intended skipper. Arrange foreign-document verification before the voyage if the authority needs confirmation, so delivery does not depend on an unresolved certificate. Your questions

Frequently asked questions

Can I rely on an older guide describing a single ADB?

Use the current categories and transitional provisions. The regulation now defines smaller and larger amateur qualifications and explains how earlier certificates are treated if the stated renewal is not completed. As practical advice, check the yacht's recorded dimensions and the actual document before collecting it. Previous experience with an older qualification description does not answer how the current certificate applies to the proposed boat. (Resmî Gazete)

Can a foreign resident apply for an ADB?

Foreign nationals with Turkish residence permits are among the eligibility groups in article 6. They still need to satisfy the applicable health, training, examination and other conditions. This guide does not state that any visiting purchaser can obtain the certificate or that residence alone gives operating authority. As practical advice, ask the authority to check the application route against your actual documents before booking training. (Resmî Gazete)

Does passing the examination mean I can collect the yacht?

Examination success is separate from payment and certificate issue. Complete the applicable document-fee stage and verify the issued qualification before relying on it to operate. As practical advice, check that it matches the boat's category and arrange any owner authorisation for the proposed skipper. A purchase appointment or successful test result is not evidence that these separate operating conditions have been completed. (Resmî Gazete)

Is every foreign boating certificate accepted without checks?

No blanket recognition is stated here. The regulation recognises use within a foreign certificate's powers in specified circumstances and allows the authority to verify doubtful documents with the issuer. As practical advice, submit the actual certificate, issuer details and proposed yacht use in advance. Obtain verification contacts before arranging delivery rather than assuming that a translation or a familiar certificate name resolves acceptance. (Resmî Gazete)

Can I use someone else's private boat with my certificate?

Qualification and owner authorisation are separate requirements. The regulation sets the stated authorisation procedure and its family exception, while the certificate still needs to fit the boat. As practical advice, obtain the correct owner permission and check the vessel category before a trial or delivery. The fact that the skipper holds an amateur certificate does not itself show permission to operate this particular owner's yacht. (Resmî Gazete)

What if my question is not answered in this guide?

This guide only includes facts checked against official sources. For anything it does not cover, email us at info@europeanyachtbrokers.com for the latest information, and ask a locally qualified adviser to confirm the position for your own boat.
