How Do You Register a Boat in Turkey? 2027 Guide

Follow the binding-register application, document upload, official measurement and licence-fee calculation.

By Peter Mattey · 9 min read · Facts checked 2026-10-03

Boat registration Turkey begins with identifying the correct register and application route for the yacht. This guide focuses on the binding-register first-registration procedure published by İzmir Regional Harbour Authority. It describes which vessel and owner details go into the application, how technical documents are uploaded and what happens after review. It does not assume that every foreign purchaser or existing foreign-flag vessel qualifies for the same registration process.

The guide helps buyers, sellers and owners preparing documents for a private yacht. First registration, a registered sale and renewal are different administrative requests. The authority's procedure supplies the factual framework; recommendations about checking documents and planning completion are practical advice rather than an invented nationwide processing timetable. Section 1

Select the correct registration and owner category

İzmir's first-registration guidance concerns newly purchased craft without an existing harbour-authority record. It begins through the Umurbey maritime citizen portal and distinguishes domestic unused purchases from imported unused purchases. As practical advice, identify the boat's existing administrative history before starting the form. A yacht already on a register, a boat changing owner and a foreign-flag yacht seeking another flag are not automatically identical to the first-registration case described here. Ask the handling authority to confirm the correct request for the actual yacht.

The published guidance directs private-use applicants to the binding register, Bağlama Kütüğü. For commercial use it describes a choice between that register and the national ship register, while stating that the national register has special conditions and referring applicants to the harbour authority. As practical advice, explain the intended operation accurately before choosing the category. Do not use a private-use application as a shortcut for a planned business activity, and do not assume this procedural page proves every yacht's national-register eligibility.

The owner-information stage has distinct options for the applicant, another individual, a company and a foreign owner with Turkish residence permission. It also records each owner's share until the whole ownership is accounted for. As practical advice, compare the entered names and shares with the supporting ownership documents before submission. The foreign-owner option is evidence of that application category, not a complete legal conclusion about every non-resident's right to register every vessel. Obtain specific confirmation where the proposed owner's status differs.

Broker tip: Confirm the correct application category before entering the file. Match owner names, shares and intended use to the supporting documents, and ask the authority about eligibility where the proposed ownership does not fit its published example. Section 2

Prepare the vessel identity and technical document upload

The document stage asks for clear photographs identifying the boat and machinery, not just attractive sales images. The guidance describes the hull identification number and the engine label carrying the engine's identifying particulars. As practical advice, compare these details with the invoice and technical papers before uploading. Resolve an unreadable plate or conflicting serial number with the seller and authority. A photograph supplied for marketing does not demonstrate that all documentary particulars refer to the same hull and installed engine.

İzmir describes the boat's European conformity document and the engine's conformity document, including Turkish versions where the papers are in another language. CE is the European conformity marking. The instructions also specify signatures and stamps for the stated file. As practical advice, obtain legible copies from the seller or manufacturer and ask which technical documents apply to the particular craft. Do not infer compliance solely from a logo in an advertisement or substitute an unrelated model brochure for the yacht's own records.

For the imported unused-boat route, the guidance identifies the customs entry declaration and the builder's certificate, with translation for the latter. Company owners also supply corporate records identified in the checklist, and a representative acting for an owner supplies authority to act. As practical advice, assemble documents by the actual vessel and owner category before submission. An import document, company certificate or representation paper performs a different function from the yacht's technical conformity evidence; none should be assumed to replace another required part of the file.

Broker tip: Make a document index tied to this hull, engine and owner. Compare serial numbers and names before upload, and obtain category-specific confirmation from the authority rather than borrowing paperwork from another boat. Section 3

Use the dedicated 2026 licence-fee calculation

The binding-register licence charge is a public document fee, distinct from a marina berth rental. The dedicated current-year page publishes charged length bands and the annual amount for each. It also states how a licence issued or renewed for several years is calculated and how shorter fractions of the boat's measured length are treated. As practical advice, use the authority's recorded length and the current dedicated tariff when checking the payment, rather than guessing from a model name or a previous owner's old receipt.

The buyer can select the published range of licence validity, and the total uses the annual amount in force at issue or renewal multiplied by that chosen period. The authority provides its own worked example for a boat in the shortest charged band. The figure below is that official example, not an estimate of the yacht's all-in registration, ownership or purchase costs. As practical advice, request written confirmation of the chosen period before paying and retain the tax-office receipt with the completed application.

The tariff page also identifies a stated exemption for vessels used exclusively in maritime transport and fishing. Do not extend that exemption to a private yacht simply because it travels at sea. Where the classification or use is uncertain, ask the authority which tariff treatment applies. The licence-fee calculation does not determine purchase VAT, special consumption tax, import liability or brokerage charges. As practical advice, keep those separate questions in the transaction budget and obtain advice based on the actual sale and vessel history. Binding-register first-registration procedure is not a universal foreign-buyer eligibility ruling. Exact length-band endpoints need authority classification; published table retained without inventing inclusivity. For these, email us at info@europeanyachtbrokers.com for the latest information.

Broker tip: Ask the authority to confirm the recorded length, applicable band and requested validity before paying. Keep the licence fee separate from berth rental, purchase taxes and private service costs. Our guide on whether you pay VAT on a boat in Turkey covers a related point.

Section 4

Follow review, measurement and document presentation

After submission, İzmir's guidance says harbour staff examine the uploaded documents and photographs. Approval or rejection is sent by text message. An approved first-registration request is followed by contact from the assigned personnel to arrange measurement. As practical advice, give an accurate location and reliable contact details, and keep the boat accessible for the appointment. The authority describes scheduling as dependent on workload and personnel availability, so the submission should not be converted into a promised universal completion time.

The guidance requires original documents and colour photograph prints to be given to the measuring officer, with the backs of the vessel photographs signed by the owner or representative. Uploading digital copies therefore does not eliminate the stated presentation stage. As practical advice, organise the originals before the officer attends and compare them with what was uploaded. Ask the handling office about any missing document before arranging completion around measurement, particularly where another person will meet the officer on the owner's behalf.

A rejected application is resubmitted in accordance with the stated rejection reason and the authority's instructions. That is different from assuming a minor correction is automatically accepted. For other binding-register transactions, the authority publishes an approval and appointment sequence and distinct document lists. As practical advice, monitor the correct application and retain the decision and resulting licence evidence. If the registration route, ownership authority or technical classification remains disputed, obtain the relevant authority's answer and locally qualified legal advice before relying on the file.

Broker tip: Keep originals and signed photograph prints ready for measurement. Monitor the decision and appointment instead of treating upload as finished registration, and retain the authority's actual completed document. Your questions

Frequently asked questions

Does this guide cover every Turkish registration route?

No. It focuses on İzmir's published binding-register first-registration procedure and distinguishes other transaction categories. The authority refers special national ship-register conditions to its office. As practical advice, describe the yacht's current register, proposed owner and intended use before choosing a route. The presence of an application category on a portal is not a complete eligibility ruling for every foreign purchaser or vessel. (İzmir Regional Harbour Authority)

What extra papers does an imported unused boat need?

The stated imported unused-boat route identifies the customs entry declaration and builder's certificate, with Turkish translation for the builder's certificate. Technical and owner documents also belong in the relevant file. As practical advice, request the actual yacht's papers before submission rather than relying on an invoice labelled imported. This document route does not itself establish eligibility for permanent import of a used yacht. (İzmir Regional Harbour Authority)

Is the binding-register licence fee my marina rental?

No. The dedicated page publishes a public licence-fee calculation by vessel length and validity, while a berth contract is a separate arrangement. As practical advice, request separate documentation for the statutory payment and the proposed marina agreement. A public licence receipt does not show that a berth is available or included with the yacht, and the registration tariff should not be presented as a national berthing price. (İzmir Regional Harbour Authority)

Can digital uploads replace every original document?

The first-registration guidance specifically requires original documents and colour photograph prints to be given to the measuring officer. It also requires signed backs on the vessel photographs. As practical advice, prepare the originals while completing the online file and compare them with the uploaded versions. Do not assume a successful upload removes the later measurement and document-presentation stages described in the published procedure. (İzmir Regional Harbour Authority)

How long does first registration take?

No universal duration is verified here. İzmir says approved requests are followed by contact to arrange measurement and that timing depends on workload and staff availability. As practical advice, obtain the actual appointment and ask what remains before setting collection or payment dates around registration. A processing assumption drawn from another boat or an online submission reference is not the authority's timetable for this application. (İzmir Regional Harbour Authority)
