THE EYB COUNTRY GUIDES · Turkey
Assess a boat's value with a defined purpose, comparable evidence, condition adjustments and an explanation of the valuation method.
By Peter Mattey · 9 min read · Facts checked 2026-10-03
Boat valuation Turkey is most useful when the reader can see how the opinion was reached. An asking price, an insurance figure and a valuation prepared for a regulated transaction can serve different purposes. This guide explains a practical evidence-led approach for boat buyers and sellers. It uses official Turkish capital-market valuation materials as a method reference and states their regulatory scope clearly. It does not claim those rules automatically require every private yacht owner to obtain a regulated valuation report.
The guide helps you brief the valuer, organise the boat's evidence and understand market, income and cost approaches. It also explains assumptions, currency and the final report. Practical boat-specific suggestions are recommendations. No official price table, annual depreciation percentage, standard yacht valuation fee or guaranteed selling price was verified. Our recommendation is to explain why you need the opinion before choosing the service. A seller planning an asking price, a buyer testing an offer and an entity commissioning a regulated asset valuation need to identify their own purpose. The Capital Markets Board, Sermaye Piyasası Kurulu, publishes requirements for non-property asset valuations within capital markets legislation. Its scope is explicit. Use that framework to ask useful questions about the commission without presenting it as evidence that every private yacht sale falls within the same regulated regime.
The official decision identifies what a valuation engagement must contain in its regulated scope, including the asset, purpose, team, responsibilities and estimated service duration. Our recommendation for a boat commission is to agree the actual vessel and equipment included, the intended use of the report and any inspection limitations before work begins. Ask whether the service covers condition inspection, document review or a price opinion only. The official source supplies a transparent commissioning model, but not a verified yacht-specific service price or guaranteed turnaround time.
The report requirements distinguish the report date from the valuation date and identify the basis of value and scope limitations. Our recommendation is to keep those points visible when comparing opinions. A conclusion tied to one date or assumption cannot simply be reused after the boat's condition or the intended purpose has changed. Ask the provider to describe any limits on using or circulating the report and to identify what evidence has been accepted without verification. That makes the opinion reviewable before it becomes part of a negotiation.
Broker tip: Our recommendation is to agree the purpose, vessel inventory and inspection scope before accepting a quotation. Ask the provider to identify the valuation date and any conditions that limit how the opinion can be used. A related question is answered in our guide on how to prepare a boat for sale in Turkey.

Regulatory scope
Section 2
Our recommendation is to assemble the boat's identity, specification, maintenance evidence and inspection findings before the price analysis. Separate the vessel and its included equipment from any business or berth rights that need a different assessment. The official reporting framework calls for technical, legal and financial asset information and transfer or marketing restrictions. For a boat, ask the valuer to identify the documentary basis and the actual items included. This is a practical use of the framework, rather than a claim that every boat owner must file its regulated report.
Comparable evidence needs an explanation. The official market-approach reporting requirements address the reliability and comparability of the reference assets and the differences between them and the subject. Our recommendation is to ask why each comparable boat was chosen, whether the evidence is an advertised price or an evidenced transaction, and what condition information supports the comparison. Do not turn a collection of superficially similar listings into a verified market result without showing what the data actually represents and how the subject differs.
Adjustments should be supported rather than automatic. The official framework asks for reasons and quantification where adjustments are made and for sources supporting the calculations. Our recommendation is to discuss the effect of the boat's condition, equipment and specification using the inspection evidence and the valuer's analysis. A repair invoice does not itself establish the amount a buyer will add to an offer. Keep the owner's expenditure distinct from the adjustment the provider can support, and retain the evidence explaining the resulting conclusion.
Broker tip: Our recommendation is to ask for the evidence behind each comparable and adjustment. Keep asking prices, verified transaction evidence and repair quotations identifiable so the report does not imply that different kinds of information prove the same result. Section 3
The official framework asks the provider to explain the chosen approach by considering the asset, the approach's strengths and weaknesses, the purpose and reliable information available. Our recommendation is to ask the valuer to justify the method for the actual boat. A market approach needs usable comparison evidence. An income approach needs a properly defined income stream. A cost approach needs a defensible account of equivalent utility and deterioration. Naming a method without explaining its inputs does not show the buyer or seller why it supports the resulting opinion.
The income-approach reporting requirements address the selected cash flow and the relationship between forecasts and historical financial evidence. Our recommendation is to avoid treating an owner's hoped-for charter income as an established return from the hull. If income is used, ask the provider to separate what is attributable to the vessel from other rights and operations and to explain the assumptions. The official materials require disclosure of the selected cash-flow type and supporting analysis in their regulated scope, rather than promise any particular yacht can generate a given income.
The cost-approach requirements address equivalent utility, market-based cost and deterioration analysis and the explanation of depreciation methods. Our recommendation is to ask what the replacement reference actually represents and how physical or other deterioration has been supported. Do not adopt a fixed annual yacht depreciation percentage from an unsourced rule of thumb. Where several methods produce different indications, ask the valuer to explain the difference and how the final result is reconciled. The official reporting framework expressly calls for that explanation instead of silently selecting the preferred figure. The cited capital-market regime is a methodological reference; its mandatory application to an individual private yacht sale is not asserted. No official yacht price table, standard annual depreciation rate, standard valuation fee, current exchange rate or guaranteed sale price was verified. For these, email us at info@europeanyachtbrokers.com for the latest information.
Broker tip: Our recommendation is to ask the provider to explain why the chosen method fits the boat and evidence. Treat income projections, replacement costs and market comparisons as separate inputs until the report shows how they support the final opinion. Approach selection
The report-content list requires explanation of approach selection considering asset nature, approach strengths and weaknesses, purpose, scope and reliable available information.

The official report requirements call for disclosure of significant assumptions and limiting conditions and an assessment of information supplied by third parties. Our recommendation is to read those parts before relying on the headline value. Identify anything affecting the opinion that has not been inspected or verified, and ask what changes if the assumption is wrong. Keep the technical survey and the valuation roles clear. A price opinion that assumes a system is working does not itself establish that the system was physically tested during the work.
Currency should be visible in both the conclusion and the evidence. The framework requires the valuation currency and the source, date and rate used where inputs come from another currency. Our recommendation is to compare opinions on a consistent basis and keep any later conversion separate from the original conclusion. This guide does not supply exchange rates or convert a yacht price. Ask the provider to retain the calculation sources so a buyer or seller can understand whether a difference in reported value comes from the boat analysis or a conversion assumption.
The Capital Markets Board's decision addresses independence within its regulated regime, and its later decision creates provider lists for the relevant asset categories. Our recommendation is to explain any intended regulated use to the provider and confirm the current applicable qualifications and report requirements. For a private price opinion, ask about expertise and conflicts without assuming the regulated list is a universal yacht-broker licence. Obtain the report's conclusion and underlying basis together. No valuation described here guarantees that a buyer will offer the reported amount or that a sale will complete.
Broker tip: Our recommendation is to read assumptions and inspection limits before the headline figure. State the intended use to the provider, confirm appropriate expertise and preserve the report and evidence together for later negotiation or professional review. Your questions
An asking price alone does not provide the method explanation and supporting evidence described in this guide. The official market-approach framework calls for reliable comparable criteria, analysis of differences and justified adjustments. Our recommendation is to distinguish advertised prices from evidenced transactions and ask the provider to explain what each comparable represents. No official yacht price table or guaranteed sale result was verified here. (Capital Markets Board of Türkiye)
This guide does not establish that. The cited decisions and report requirements concern valuations within capital markets legislation. They are used here as an official reference for transparent methods and reporting. Our recommendation is to tell the provider the intended use and obtain the applicable requirements for that use, rather than presenting a regulated framework as a universal obligation for a private yacht owner or broker. (Capital Markets Board of Türkiye)
An income approach is addressed in the official framework, but it requires a defined cash-flow type and supporting analysis of forecasts and historical evidence. Our recommendation is to ask whether the income is attributable to the vessel or to separate rights and operations. An owner's hoped-for charter return is not supplied here as verified evidence, and this guide does not promise income or a particular valuation outcome. (Capital Markets Board of Türkiye)
No official standard annual yacht depreciation percentage was verified. The cited cost-approach requirements instead call for equivalent-utility cost and deterioration analysis supported by market evidence, with the methods explained. Our recommendation is to ask the provider how the actual boat's deterioration has been assessed and to keep owner repair expenditure distinct from the adjustment supported in the opinion. A rule of thumb is not introduced as a Turkish statutory rate. (Capital Markets Board of Türkiye)
Check the purpose, valuation date, basis of value, included asset, assumptions, inspection limits and supporting data. The official report-content list addresses these matters and calls for the final conclusion and method weighting where approaches are combined. Our recommendation is to identify unverified inputs and currency assumptions before negotiating from the headline figure. Ask the provider to explain material limitations and preserve the evidence with the report. (Capital Markets Board of Türkiye)
