Match the skipper's qualification to the boat, its engine and your route, then check the current D1 application rules.
By Peter Mattey · 9 min read · Facts checked 2026-10-03
Understanding boat licence Italy starts with a distinction: the skipper's qualification and the yacht's navigation papers are different documents. Buying a boat does not establish that you can command it on your planned route. Your licence category, any propulsion endorsement, the installed engine and the navigation you undertake need to fit together. This guide explains the official framework and the newer D1 route without inventing school prices or assuming foreign qualifications are automatically recognised.
Buyers can use it before arranging a sea trial or delivery; sellers can use it when planning who will command the boat. It covers licence scope, current D1 application papers, payment codes and renewal checks. Questions about recognition of an individual foreign document require confirmation from the competent Italian authority. For anything this guide does not cover, email us at info@europeanyachtbrokers.com for the latest information.
Key facts at a glance
Under Codice della nautica da diporto, article 39, a licence is compulsory for recreational units up to 24 m navigating beyond 6 nautical miles from the coast.
Normattiva, Codice della nautica da diporto, article 39, updated 22 Dec 2020 ·Ministerial Decree 146/2008, article 25, provides category A licences for navigation within 12 nautical miles of the coast or without a coastal-distance limit, and permits a motor-only issue on request.
Normattiva, Ministerial Decree 146/2008, article 25, updated 21 Dec 2008 ·Ministerial Decree 146/2008, article 27-bis, limits D1 to daytime operation with hulls up to 12 m in inland waters or within 6 nautical miles of the coast, and personal watercraft within 1 nautical mile.
Normattiva, Ministerial Decree 146/2008, article 27-bis, updated 21 Oct 2024 ·MIT Director's Decree 199/2026, article 6, allows a D1 candidate who fails the final test to retry after at least 30 days, without additional charges or repeating the successfully completed course.
MIT, Director's Decree 199/2026, updated 22 Apr 2026 ·Ministerial Decree 146/2008, article 38, states ordinary validity of 10 years from issue or renewal, reduced to 5 years where the holder has reached age 60 at issue or renewal.
Normattiva, Ministerial Decree 146/2008, article 38, updated 21 Oct 2024 ·Section 1
A boating licence (patente nautica) is the skipper's qualification, rather than the boat's registration document. Start with the vessel, its installed engine and the navigation you actually intend to undertake. The Codice della nautica da diporto, Legislative Decree 171/2005, article 39, makes the route and vessel type relevant to the licence requirement. Do not rely on a sales description saying that a boat is easy to handle or that its owner previously used it without a qualification.
The conventional category A licence has coastal and unrestricted versions, and its propulsion entitlement needs checking as well. Ministerial Decree 146/2008, the implementing regulation for the recreational boating code, article 25, allows a motor-only issue on request. When viewing a sailing yacht, compare your own document with the sailing use you intend. Ask the issuing office about the endorsement if it is unclear. A yacht's auxiliary engine does not by itself establish that your motor-only licence covers sailing it.
Engine power is not the sole question for close-to-shore operation. The recreational boating code lists displacement thresholds by engine design as well as power, and personal watercraft have their own licence rule. Obtain the engine's actual technical document and ask the competent office to apply the correct case. This guide does not convert that detailed table into an unsupported universal exemption. If you are purchasing with a plan to drive the boat yourself, settle the qualification question before agreeing the handover arrangements.
Broker tip: Bring the skipper's actual licence and the engine documentation into the purchase discussion. Ask the issuing authority to resolve an uncertain entitlement before planning a self-driven sea trial or delivery voyage. Which licence
Section 2
The newer D1 qualification has a defined operating envelope. Ministerial Decree 146/2008, article 27-bis, restricts it to daytime operation and applies different limits to recreational craft and personal watercraft. It also sets age and engine conditions, distinguishing small craft (natanti) from larger recreational boats (imbarcazioni). Treat these as a package, not a permission based only on advertised horsepower. A buyer should match the licence to the exact boat and engine. The D1 option is useful only if its permitted navigation matches how the buyer intends to use the purchase.
For the current application procedure, use MIT Director's Decree 199/2026 rather than a superseded early implementation notice. Its D1 process requires the prescribed application form, photographs, medical certification and payment details. The candidate must also present the practical-exercise attestation at the final test. If using a school, ask who prepares the file and who submits it. Keep copies of the application and attestations so missing paperwork does not become a surprise when the test is arranged.
The authority depends on the qualification requested. Ministerial Decree 146/2008, article 28, lists maritime authorities and civil motoring offices for coastal licences and D1, while unrestricted licences remain with the maritime offices. The civil motoring office is known as Ufficio della Motorizzazione civile (UMC). Choose the correct route before paying or booking instruction. The April implementation decree describes D1 applications to the territorially competent UMC, including the option of submitting through a school or directly yourself.
Broker tip: Ask your chosen school or office to list the exact documents for your licence category. Keep the medical certificate and practical attestation with that checklist, and check that the planned boat use fits the qualification. Section 3
Keep the authority's application payments separate from a school's tuition charge. The current D1 decree names different PagoPA tariff codes according to where the final test is held. PagoPA is the public administration's electronic payment system. Ask the school or competent office to identify the correct codes for your route, then retain the receipts. This guide does not publish an invented course price or turn a payment code into a euro amount that was not verified in the opened source.
Budget the course, medical assessment and application as identifiable items rather than accepting an unexplained package total. Obtain a written school quotation stating what it covers and ask the medical provider for its own charge. A reliable worked total requires those actual amounts, so none is fabricated here. If an offer claims to include all official payments, request a breakdown against the current D1 route. The practical-exercise attestation remains part of the process even when a candidate takes the final test at the UMC.
A failed D1 final test does not require immediate repurchase of the course. Director's Decree 199/2026, article 6, provides a new test after the stated waiting period without additional charges for that retry. A further failure or repeated absence changes the administrative position and the application is archived. Discuss the retake arrangement with the office while keeping the practical attestation's date in view. That helps you distinguish an available retry from a later new application or a need to repeat training. Euro amounts for application tariffs, tuition and medical assessments, and recognition of foreign qualifications, are not covered here: email us at info@europeanyachtbrokers.com for the latest information.
Broker tip: Request separate figures for tuition, medical assessment and public payments. Keep your test result and practical attestation date, and ask the office which retake or new-application route now applies before paying again. See also our guide on how to register a boat in Italy.

Read the expiry printed on your own licence before a viewing or delivery trip. Ministerial Decree 146/2008, article 38, changes the ordinary validity period according to age at issue or renewal. Medical conditions can impose a shorter period for the relevant categories. A renewed licence is not something to leave until the boat is ready to depart. Arrange the medical and administrative steps around the document you actually hold, without assuming an older entitlement remains valid because you have owned boats for years.
D1 also has an engine ceiling and separate displacement limits by engine configuration. The regulation's table distinguishes outboard and inboard engines, petrol cycles, diesel and supercharging. Compare the installed engine with the full applicable row; do not use a horsepower advertisement as the only test. For a sixteen- or seventeen-year-old skipper, the separate restriction to small craft and personal watercraft still applies. Ask a competent issuing office to resolve an uncertain classification before buying a boat intended for that person's use.
Renewal after expiry is possible under article 38, with the new validity running from renewal. That administrative permission is not a statement that an expired licence can be used meanwhile. Keep the expiry check separate from the purchase contract and arrange an appropriately qualified skipper if needed for trial or delivery. Foreign qualifications and foreign-registered yachts require their own assessment; this guide does not assert automatic recognition. The practical step is to obtain a written answer for the holder, flag and intended use together.
Broker tip: Check the printed expiry and restrictions before scheduling a trial. For a D1 holder, give the office the engine's cycle, displacement and supercharging details as well as power, so it can assess the complete limit. Readers often go on to our guide on how to buy a boat in Italy.

Your questions
Yes: for recreational units up to the stated ship threshold, navigation beyond the coastal limit requires a licence. Category A provides coastal and unrestricted versions, and a motor-only endorsement is different from sailing entitlement. Match the actual route and propulsion use to your document before departure rather than treating the boat's registration as your qualification. (Normattiva, Codice della nautica da diporto, article 39; Normattiva, Ministerial Decree 146/2008, article 25)
No: D1 is restricted to daytime operation. It also has hull, coastal-distance, age and engine limitations, so the absence of night sailing is only part of its scope. Compare the entire entitlement with your intended boat and route. A purchaser expecting overnight deliveries should resolve the skipper qualification before arranging the boat's handover. (Normattiva, Ministerial Decree 146/2008, article 27-bis)
No: D1 has both a power ceiling and displacement ceilings that depend on engine configuration. The official text distinguishes outboard and inboard engines, petrol cycles, diesel and supercharging, as well as personal watercraft. Use the installed engine's technical documentation to identify the applicable row, and ask the issuing office where the configuration is unclear. (Normattiva, Ministerial Decree 146/2008, article 27-bis)
You can retry after at least 30 days without extra retry charges or repeating the successfully completed course. Failure of that retry, or two absences from the final test, archives the application. Keep the practical-exercise attestation and ask the competent office about the next application step rather than assuming unlimited attempts follow from the original payment. (MIT, Director's Decree 199/2026)
Yes: the regulation permits renewal after expiry, with validity running from the renewal date. Ordinary validity depends on age at issue or renewal, and relevant medical restrictions can shorten it. This is a renewal rule, not permission to drive with an expired document. Check your printed expiry before arranging a trial or delivery. (Normattiva, Ministerial Decree 146/2008, article 38)
