How Do You Register a Boat in Italy? 2027 Guide

Check the boat category, registration documents, ownership-recording deadlines and the arrangements for an owner living abroad.

By Peter Mattey · 9 min read · Facts checked 2026-10-03

Boat registration Italy questions should begin with the craft's legal category and its existing records. A smaller recreational craft and a registered cruising yacht do not follow identical rules. Before buying, establish what the seller owns, which documents accompany the boat and whether the purchase needs a new registration or an update to an existing record. That gives you a practical route through the paperwork without assuming that every boat needs the same application.

This guide explains the national framework for recreational boats, the core application documents, ownership-recording deadlines and domicile arrangements for owners abroad. It uses the current Italian nautical code and separates statutory requirements from recommended checks. Commercial use and larger ships require further assessment of the provisions applicable to their particular category. Section 1

Which recreational boats need registration?

Start by identifying the category using the documented hull measurement, rather than a model name or the length shown in an advertisement. The Codice della nautica da diporto, Legislative Decree 171/2005, Article 3, defines a smaller recreational craft as a natante da diporto and a recreational boat in the next size class as an imbarcazione da diporto. The category boundaries appear in the facts below. Ask the seller for the technical record used to classify the actual boat, including any relevant measurement information.

The central electronic recreational-craft archive, Archivio telematico centrale delle unità da diporto (ATCN), is the registration system identified in the code. Article 15 places recreational boats and recreational ships in that archive. Article 27 treats smaller craft and personal watercraft differently, excluding them from the specified registration obligation. Those provisions explain why the absence of an ATCN registration record cannot be judged without first identifying the category. As a practical check, request ownership evidence even where the craft falls outside the registration obligation.

A smaller craft can also be registered voluntarily. Once registered, it takes the legal regime of an imbarcazione, so voluntary registration is a change with consequences rather than just an extra certificate. Before choosing that route, ask the handling office to explain the resulting documents and obligations for your intended use. For a purchase, establish whether the seller has already registered the craft voluntarily; do not assume that the size category alone describes its current administrative position or the action needed after the sale.

Broker tip: Check the legal category and existing registration together. For a smaller craft, ask specifically whether it has been registered voluntarily before deciding which paperwork the buyer needs after completion. Our guide on how to transfer boat ownership in Italy covers a related point.

Section 2

What documents support the registration application?

For registration of an imbarcazione, Article 19 directs the relevant application documents to the recreational-boating electronic service desk, Sportello telematico del diportista (STED). The core package identifies ownership, conformity and installed engine power. As a practical step, ask the handling desk to review copies before you plan completion, especially if the boat's records come from more than one country. Keep the ownership document and the technical documents separately labelled so a missing item can be identified and obtained from the appropriate party.

The technical route differs where the boat does not carry CE marking, the marking indicating conformity with the applicable European product requirements. Article 19 provides for a suitability attestation from a notified or authorised technical body in place of the specified technical documentation. Do not treat a private condition survey as that attestation without checking its status. A survey commissioned for purchase decisions and a document issued by the body recognised for registration serve different purposes; ask the desk which statutory document it needs for this boat.

For a CE-marked boat coming from another European Union member state, the article adds evidence of cancellation from the previous register. If the country of origin does not provide for registration, an owner or legal-representative declaration replaces that cancellation certificate. Tell the handling desk which situation actually applies before asking the seller for documents. Keep copies linking the craft's identity across the ownership and foreign-registration records, and resolve inconsistent names or identifiers before submitting the package; that is a practical review recommendation rather than a new statutory requirement.

Broker tip: Send the handling desk a clearly labelled copy package before completion. Ask it to identify missing ownership, conformity and foreign-register documents so the seller can obtain the correct evidence before you pay. What must happen after an ownership change?

A sale of a boat subject to registration also requires the ownership change to be made public in the statutory way. Article 17 provides for recording in ATCN and annotation on the navigation licence within the applicable period. As a practical contractual arrangement, identify the person who will prepare the documents, submit the request and retain the acknowledgement. The deadline runs from the deed, so agreeing an administrative handover later does not create a fresh starting date for the statutory recording period.

The submission receipt has a defined role while the navigation licence is being updated. The current article also contains a separate provision for a receipt accompanied by the prescribed construction and import declaration, dichiarazione di costruzione e importazione (DCI), recording the technical data. Check which documents have actually been supplied before relying on that provision. The permitted period attached to that combination is not a promise that every registration application will be processed within the same period, and it should not be presented as a general turnaround time.

Article 17 also describes the response when a breach of the ownership-publicity requirement is found. This is a correction process, not an alternative timetable that buyers should plan to use. Organise the submission at completion and retain evidence of delivery. Request a separate written breakdown of administrative charges and any representative's service charges from the handling desk. The sources used here establish the recording rules, but they do not establish a complete current fee schedule or a uniform processing time for this purchase. Registration fees, processing times, application forms and payment channels are not covered here: email us at info@europeanyachtbrokers.com for the latest information.

Broker tip: Name the person handling the ownership update in your completion arrangements, and obtain the submission receipt. Keep the deed date visible in your file so the statutory recording deadline is calculated from the correct event. See also our guide on whether you pay VAT on a boat in Italy.

Section 4

Can an owner living abroad register a boat in Italy?

The code makes express provision for foreign owners and owners living abroad. Article 18 addresses the domicile or representative through which the authorities can communicate about the registered craft. This provision is a practical reason to consider the owner's position early, rather than leave it until the application package is assembled. Tell the handling desk whether the owner is an individual or a company and whether the owner already has an Italian domicile; ask which of the article's routes applies to those actual circumstances.

For foreigners and foreign companies without an Italian domicile, the provision permits the stated consular or Italian-domiciled representative route. Italian citizens and citizens of other EU member states living abroad are addressed separately. Do not replace those distinctions with a claim that every overseas buyer must appoint exactly the same sort of agent. As a practical check, obtain the proposed representative's contact details and ask the handling desk to confirm that the arrangement meets the applicable paragraph before relying on it for the registration submission.

Article 18 also specifies conditions for a representative who is foreign and clarifies the effect of a foreign company's election of domicile. The domicile election does not itself constitute an Italian permanent establishment for that company. That narrow statement does not answer every tax question about ownership or use of a yacht, so avoid drawing wider conclusions from it. Keep the registration contact arrangements documented, and have a locally qualified adviser examine separate tax or company-structure questions where they form part of the proposed purchase.

Broker tip: Tell the handling desk the owner's nationality, residence and company status at the outset. Record the accepted domicile or representative arrangement and a reliable contact address before submitting the registration documents. Your questions

Frequently asked questions

Does every small boat in Italy need ATCN registration?

No, the code excludes natanti and personal watercraft from its specified registration obligation. The category matters, and a natante can also be registered voluntarily, after which it assumes the regime of an imbarcazione. Check both the boat's category and its existing registration position. Absence of a compulsory registration requirement does not remove the practical need to establish what the seller owns. (Normattiva – small craft registration; Normattiva – boat categories)

Where do I submit the documents for an imbarcazione?

The core documents are submitted to STED for registration in ATCN. They include the ownership title, the EU conformity declaration and installed-engine power declarations, with an alternative technical route for a boat without CE marking. Ask the handling desk to review the actual package before completion, particularly where the boat comes from another EU register or the records need clarification. (Normattiva – registration documents)

Can I register a boat from another EU country without a deletion certificate?

The code provides a replacement declaration where the originating country's legislation does not provide for registration. For a CE-marked boat coming from another EU member state that was registered, the stated route adds the cancellation certificate. Establish which case applies and tell the handling desk, rather than assuming an owner declaration substitutes for any missing cancellation document. (Normattiva – registration documents)

Does the ownership-recording deadline describe processing time?

No, the deadline concerns making the relevant deed public through the prescribed recording and annotation. It should not be presented as a guaranteed processing time for an application. The submission receipt has its own statutory function while the navigation licence is updated, and the receipt with the prescribed technical declaration has a separately defined maximum period. Keep the deed and acknowledgement together. (Normattiva – ownership recording)

Do foreign owners need to move to Italy to register a boat?

The code provides domicile and representative arrangements for foreign owners and owners living abroad. Which route applies depends on the owner's nationality, residence and whether ownership is individual or corporate. Establish those details with the handling desk before preparing the submission, and check the applicable conditions for a foreign representative rather than assuming one arrangement covers every overseas owner. (Normattiva – owners resident abroad)

What do registration fees and processing times cost in Italy?

This guide does not set those figures, because they depend on the boat and the handling desk. Email us at info@europeanyachtbrokers.com for the latest information, and ask the handling desk for a written breakdown.
