THE EYB COUNTRY GUIDES · Portugal
Identify the correct registry route, submit the acquisition evidence and keep the changed ownership record distinct from other handover obligations.
By Peter Mattey · 9 min read · Facts checked 2026-10-03
Boat ownership transfer Portugal is an administrative task that should follow a clearly documented sale. DGRM identifies the applicant and records required for its recreational-craft service, while the national code distinguishes changes to an existing record from first registration and cancellation. Choosing the correct route matters before the submission begins. This guide explains verified requirements and practical preparation without converting a statutory authority period into a guaranteed local completion time.
Compare the boat and owner particulars before signing, agree who will supply each document and retain the submission evidence. Confirm extra steps with the competent authority if another flag, technical change or cancellation is involved. A locally qualified adviser should review an unresolved title or contract issue separately from the registry request. Article 15 requires the registration record to change when ownership is transmitted. DGRM provides a specific ownership-transfer request for recreational craft, while its first-registration service covers new craft and foreign-flag imports among the listed cases. As a practical recommendation, establish whether the boat already has the relevant Portuguese record before selecting the form. Describe its existing registration and the intended result to the competent authority rather than treating every sale as a new registration or assuming a foreign flag is covered by the ordinary transfer request.
Articles 19 and 20 distinguish record alteration from cancellation. Cancellation is subject to safeguarding third-party rights and covers specified cases, including a move of registration to another country and sale. As a practical recommendation, ask the authority which actions apply to the actual transaction, particularly where a flag change is intended. Do not treat the word sale in a provision as sufficient reason to cancel an existing record without confirming the complete route and the effect on the boat's continuing registration.
Keep the administrative choice separate from the parties' sale agreement as a practical recommendation. Record the seller, buyer, identified boat and intended ownership result, then ask for the applicable application checklist. If an ownership interest, outstanding finance or authority to sign is uncertain, obtain qualified legal review before relying on the register change as a solution. The correct application can organise the formalities, but it does not by itself resolve every dispute about title or provide a complete assessment of the purchase terms.
Broker tip: Describe the existing flag and intended registration outcome to the authority before choosing a request. Confirm whether alteration, first registration or cancellation applies, with disputed ownership or signing authority reviewed separately. Section 2
DGRM names the future owner or legal representative as applicant. The request is made in BMar under the recreational-craft ownership-transfer request type. As a practical recommendation, agree before completion who will access the service, prepare the file and retain the acknowledgement. If a representative will act, obtain the required evidence of that appointment rather than assuming informal assistance is sufficient. Keep contact details clear so that any authority request for clarification reaches the person responsible for supplying the missing information.
The service requires acquisition evidence and a copy of the boat booklet or equivalent still bearing the seller's name. As a practical recommendation, compare the identifiers and owner particulars before submitting the records. Keep copies of what was supplied and resolve inconsistent names or boat descriptions while both parties are available. Do not alter an unclear document to make it appear consistent; ask the authority or qualified adviser what explanation or corrected evidence is required for the actual record and transaction.
Prepare the application file alongside the handover checklist as a practical recommendation. Identify when the signed acquisition record and registration copy will be delivered, and confirm who will answer an additional document request after completion. Keep the inventory and payment evidence available in the transaction file even where they answer a different question from the authority's service checklist. A clear responsibility list helps the parties follow the agreed process without assuming that the seller, buyer or intermediary will automatically undertake every remaining step.
Broker tip: Confirm the applicant and representative evidence, compare identifiers and retain exact submission copies. Agree who supplies the acquisition record and seller's booklet and who answers any subsequent request from the authority. See also our guide on what goes in a boat sale contract in Portugal.

Section 3
Article 19 provides for the competent authority to alter an ownership record and issue a new booklet within ten days after an alteration request is presented. This is a statutory authority period, not a deadline requiring the buyer to file within ten days, and it is not verified current local processing performance. As a practical recommendation, confirm the actual request status and any further requirements with the authority before planning a departure or another commitment around a presumed guaranteed date of completion.
Article 21 provides for electronic issue of the booklet and an owner access code, with paper issue available on request. The booklet includes owner identification and specified craft particulars. As a practical recommendation, check the resulting record against the agreed transaction once it is available and ask the authority to address an error promptly. Keep the access information securely and establish which presentation of the document will be used for the planned operation, without assuming a paper copy must always be the only acceptable format.
Changes to principal technical characteristics or navigation area follow the Article 18 route under Article 19. As a practical recommendation, tell the authority if the purchase also involves an alteration or reclassification instead of treating it as a simple owner substitution. Ask which evidence and technical review the additional request needs, and agree who supplies it. Keep the ownership result and technical result separately traceable so the new owner can understand which change has been completed and what remains unresolved before intended use. No verified current local processing-performance data or universal total transfer charge was found. No filing deadline is inferred from Article 19's authority alteration period. Broker tip: Treat the statutory alteration period as a legal provision, not a guaranteed local service date. Check the new owner particulars and confirm additional procedures where technical characteristics or navigation area also change. DGRM states that its own transfer service has no charge but warns that additional local maritime-authority costs may apply. As a practical recommendation, obtain the complete current charge for the actual route before allocating administrative expenses. Keep the free-service statement with its qualification, and distinguish authority costs from professional assistance or other transaction expenses. Do not assume that a different registry action, technical request or document requirement becomes free merely because the ordinary DGRM ownership-transfer service is described that way.
Article 22 identifies onboard records beyond the booklet, including command qualification, liability insurance and applicable tax evidence. As a practical recommendation, review which of those documents must be current for the new owner's intended use and organise them before operation. An owner change in the registration record does not establish the skipper's qualification or the insurer's cover for a particular activity. Ask the appropriate authority, insurer or qualified adviser to resolve those questions rather than treating the changed booklet as a complete operational checklist.
The code provides for linking qualifying onboard documents to the electronic booklet in SNEM, including a BMar request for documents not issued by DGRM. As a practical recommendation, retain the application acknowledgement and resulting records alongside the signed sale agreement and payment evidence. Confirm how the relevant documents will be available during the planned use. Keep berth permission and physical handover arrangements in the same completion file while recognising that their terms may need a separate operator's approval or the parties' agreement.
Broker tip: Confirm the full authority cost and organise the new owner's operating records separately. Retain submission evidence and the changed booklet, with insurance, command qualifications and local berth permission checked for intended use. Your questions
The future owner or legal representative submits the request through the DGRM service. As a practical recommendation, agree the applicant before completion and organise any required representative evidence. Record who supplies the acquisition document and seller's registration copy and who will respond to clarification requests, then keep the submission acknowledgement with the signed agreement and other transaction records. (DGRM)
DGRM requires acquisition evidence and a copy of the booklet or equivalent still bearing the seller's name. As a practical recommendation, compare the boat and owner identifiers before submission and resolve inconsistencies while both parties can supply explanations. Keep exact copies of the evidence provided. An application document list should not be treated as resolving every separate title, finance or tax question. (DGRM)
No: Article 19 describes the authority altering the record and issuing the new booklet within ten days after an alteration request is presented. It is not stated as a buyer filing deadline. As a practical recommendation, confirm the actual request status and additional requirements rather than treating the statutory period as verified local performance or a guaranteed date for a planned departure. (Diário da República)
Not necessarily: Article 19 directs changes to principal technical characteristics or navigation area through the Article 18 procedure. As a practical recommendation, describe any such change to the competent authority and obtain its applicable checklist. Keep that request distinct from substituting the owner details so that you can establish which administrative and technical results are complete before the intended operation. (Diário da República)
DGRM says its own service has no charge but warns that additional local maritime-authority costs may apply. As a practical recommendation, confirm the complete procedure and current charges for the actual boat, especially if another registration action accompanies ownership change. Agree who pays each relevant expense and retain the authority's answer rather than inferring that every administrative step is free. (DGRM)
