THE EYB COUNTRY GUIDES · Portugal
Build a defensible valuation from the actual boat, documented condition, tax questions and the practical terms of a sale.
By Peter Mattey · 9 min read · Facts checked 2026-10-03
Boat valuation Portugal works best as an evidence-led estimate for the particular craft, rather than a percentage applied to an advertised price. Official records can establish identification, permitted use and inspection obligations; tax rules can explain questions that deserve separate advice. They do not supply a current selling-price database. This guide distinguishes those verified facts from practical recommendations for comparing boats and identifying costs or uncertainty before agreeing an asking price.
Ask the person preparing the estimate to identify its purpose, evidence and assumptions. A suggested asking price, an agreed transaction price and a figure used for another purpose should not be treated as interchangeable without explanation. Record the boat's particulars and unresolved issues before presenting the figure as a reliable conclusion. The recreational booklet records identification, technical particulars and owner details under Article 21. It also serves as evidence of registration and permitted intended use. As a practical recommendation, begin the valuation file by comparing those records with the craft being inspected. Clarify whether the estimate includes the installed engines and agreed equipment, and identify any discrepancy in the description. An estimate prepared for a different specification should not be applied without explanation simply because the model name appears similar.
Article 15 requires relevant changes to technical characteristics to be reflected in registration. As a practical recommendation, ask for the records supporting significant alterations before presenting upgraded equipment as fully documented. Keep receipts, manuals and installation evidence available for review, with anything missing clearly marked. Do not assume an alteration raises value by its original purchase cost. Ask the person estimating the boat to explain how the actual specification, documentary position and any unresolved approval question affect their conclusion.
For comparison work, assemble boats whose particulars can be checked rather than relying on a broad model label. This is a practical recommendation, not a verified claim about a Portuguese pricing formula. Record age, propulsion, equipment, condition and location consistently, then explain differences instead of hiding them in a single number. Keep advertised figures distinguishable from documented completed transactions. The official sources used here establish regulatory records, but they do not verify a national discount from asking price or a model-specific selling-price range.
Broker tip: Compare the booklet, physical identification and equipment inventory before requesting an estimate. Ask which specification is being valued and keep undocumented alterations visible rather than assuming their purchase cost becomes resale value. Section 2
Periodic inspection under Article 25 checks safety conditions and minimum mandatory equipment. The general interval is ten years, with a five-year interval once a craft exceeds twenty years from first registration. As a practical recommendation, verify the actual inspection history and applicable interval for the boat before estimating the work required. Keep statutory inspection status separate from a wider condition opinion, because the legal purpose does not establish that every system has been examined for a prospective buyer.
The current DGRM tariff gives a concrete official service example: €280.20 per technician visit for initial or periodic inspections of recreational craft under twelve metres. This is a charge for the stated authority service, not the normal price of a private purchase survey or every associated operation. As a practical recommendation, ask what inspection the boat actually needs and obtain separate quotations for lifting, travel or other required work. Do not turn one published line into an unsupported total repair allowance.
Ask for a written condition assessment that separates observations, limitations and recommended investigation. This is a practical recommendation for making the valuation understandable. Obtain quotations for material work rather than inventing a maintenance percentage, and state whether the estimate assumes that work has been completed. Engine readings and service records should be described accurately without presenting them as a guaranteed remaining life. Where access is limited, retain that uncertainty in the conclusion and ask whether further inspection could change the estimate before committing to a price.
Broker tip: Check the inspection history and separate official service charges from private survey and repair quotations. Require the estimate to state condition assumptions and unresolved access limits so that the figure can be reviewed. Section 3
RITI Article 6 defines qualifying boats longer than 7.5 metres as means of transport within its scope, subject to stated exclusions. For covered boats to cease being new, transfer must occur more than three months after first use and the craft must have sailed more than one hundred hours. Both conditions matter. As a practical recommendation, collect the first-use evidence and sailing history before assuming that an older-looking boat necessarily has the tax classification a particular cross-border transaction requires.
The VAT Code includes imports within its scope. RITI Article 22 also requires payment before registration, licensing or numbering in the covered private-acquisition cases for new means of transport. These are scoped tax provisions, not a rule that every private sale has the same additional tax bill. As a practical recommendation, identify seller status, transaction route and documentary history for a qualified tax adviser. Keep any resulting tax amount separate from the estimated value of the boat rather than masking uncertainty inside the price.
Ask what evidence supports any tax-status description in the valuation file. This is a practical recommendation, not a claim that a particular certificate settles every VAT or customs issue. Retain the relevant invoices, acquisition records and import documents where available, and ask the adviser to explain missing evidence or differences between transactions. The official sources establish tax rules, but they do not verify a fixed resale discount for an uncertain VAT history. Do not invent such a discount or describe a commercial-vessel exemption as automatically available to private leisure use. No official current Portuguese completed-sale database, depreciation curve, asking-to-selling discount, seasonal premium or regional price trend was verified. No numerical valuation adjustment for VAT uncertainty, equipment, condition or berth location is asserted. For these, email us at info@europeanyachtbrokers.com for the latest information.
Broker tip: Give a qualified adviser the actual transaction route and documentary history. Keep tax classification, tax payable and boat value distinct, and do not replace missing evidence with an invented VAT-related percentage adjustment. DGRM's transfer service requires acquisition evidence and a copy of the booklet or equivalent still bearing the seller's name. As a practical recommendation, use that checklist to identify records a prospective buyer will need, while keeping separate any unresolved title or contractual question. A valuation may be easier to assess when its supporting documents are available, but this guide has no official evidence for a numerical premium for a tidy file. Explain completeness as an evidence issue rather than inventing a price uplift.
The future owner or legal representative applies for the DGRM transfer. DGRM states that its own service is free but that additional local maritime-authority charges may apply. As a practical recommendation, ask how the proposed sale will be completed and obtain the full relevant cost information before estimating net proceeds. Keep professional fees, inspection work and authority costs distinct. Do not present the suggested boat value as the exact amount the seller will receive without showing the costs and assumptions used.
Use a written asking-price recommendation with a dated explanation of the evidence as a practical recommendation. Ask how enquiries, documented comparable transactions or new condition findings would prompt a review, rather than adopting an unsupported seasonal rule. Consider the berth and delivery arrangements for this particular boat, but do not claim that Portugal-wide marina scarcity or a certain selling month adds a fixed premium. A useful estimate should make its assumptions visible and remain capable of revision when reliable new evidence changes the picture.
Broker tip: Request a dated estimate with evidence, assumptions and a separate net-proceeds calculation. Review it when documented transaction or condition information changes, rather than relying on an unsupported seasonal or marina-price rule. Your questions
No: an advertised figure is not itself evidence of a completed transaction. As a practical recommendation, require the estimate to distinguish asking prices from documented sales and explain differences in specification and condition. The official sources here verify records and obligations rather than a current Portuguese selling-price database, so no universal negotiation discount or advertised-price conversion is asserted. (Diário da República)
No: the published charge concerns the stated official inspection service, with its defined visit and craft scope. A private purchase condition inspection needs its own scope and quotation. As a practical recommendation, obtain separate prices for professional work, lifting and other operations, and do not use an authority tariff line as the complete cost of assessing or repairing the boat. (DGRM)
No: RITI Article 6's covered-boat test refers to hours sailed, alongside time since first use; it does not state an engine-hour-only test. Both statutory conditions for ceasing to be new matter. As a practical recommendation, give the actual first-use and sailing evidence to a qualified adviser before relying on a tax classification in a cross-border valuation discussion. (Autoridade Tributária e Aduaneira)
No automatic increase is established by these sources: Article 15 requires relevant technical changes to be reflected in registration. As a practical recommendation, obtain installation and approval evidence and ask the valuer how the actual specification affects the conclusion. Do not add the original equipment invoice to the estimate without explanation, or conceal an unresolved record discrepancy behind a general upgraded-equipment description. (Diário da República)
No: net proceeds require a separate calculation of the transaction's actual costs and assumptions. DGRM states that its transfer service is free but warns of additional local maritime-authority charges. As a practical recommendation, show those costs and agreed professional fees separately, with uncertain items clearly identified. The estimate should not imply an exact final receipt before the relevant charges and sale terms are known. (DGRM)
