THE EYB COUNTRY GUIDES · Croatia
Understand comparison, replacement cost, income evidence and the limits of an asking price or a report prepared for another purpose.
By Peter Mattey · 9 min read · Facts checked 2026-10-03
Boat valuation Croatia should connect a stated purpose with evidence about the individual craft. A seller choosing an asking price, a buyer assessing an offer and a company preparing accounts are asking different questions. A credible explanation identifies the boat, the relevant date, its condition and the method used. Official sources do not provide a private yacht price table. This guide uses the European Union's adopted fair-value framework as a clearly identified methodology reference, together with Croatian official expert and vessel-record guidance.
The guide helps buyers and sellers assess a valuation brief and the reasoning behind a figure. It explains market comparison, replacement cost and income evidence without inventing depreciation rates. Financial-reporting rules are distinguished from private-sale obligations, and the court-expert framework is described without implying every boat transaction needs a court-appointed expert. Our recommendation is to state the valuation purpose before commissioning the work: a proposed sale, purchase negotiation, an insurance enquiry or financial reporting. International Financial Reporting Standard 13, adopted in the European Union, supplies the methodology reference used here. Its definition concerns an orderly transaction between market participants at the measurement date. This does not make that accounting standard a compulsory method for every private boat sale in Croatia. Ask the valuer to identify the basis actually selected and explain whether it answers the reader's intended question.
A market-based assessment depends on the relevant participants and circumstances rather than the owner's personal plan to keep or sell the boat. The standard describes fair value as an exit price under current market conditions. Our recommendation is to ask for the report date and the evidence period, then establish whether the conclusion assumes ordinary marketing or a different disposal situation. A figure prepared for one purpose should not silently be reused for another. The report should explain the assumed transaction rather than leave the reader to infer it from the headline amount.
Separate the assessed asset value from the seller's net proceeds. The financial-reporting framework does not deduct transaction costs from the relevant market price and distinguishes those costs from the asset's characteristics. Our recommendation is to prepare a separate selling-expense calculation using actual quotations and agreed obligations. A proposed brokerage payment or document-service charge should not be hidden inside an unexplained valuation adjustment. Likewise, the negotiated purchase price and the chosen asking price should remain identifiable outputs, rather than being treated as evidence that the report's assumptions have already been satisfied.
Broker tip: Our recommendation is to write the purpose and intended use in the valuation instruction. Ask the valuer to identify the value basis, measurement date and assumed transaction before relying on the report in a price negotiation. Financial-reporting scope
Section 2
The market approach uses prices and other information from transactions involving identical or comparable assets. Our recommendation is to ask the valuer to explain why each boat is comparable and how the differences affect the analysis. A public asking price is an offer to the market, while the framework refers to transaction evidence. Identify which kind of evidence the report actually uses and its limitations. Do not request a fabricated list of completed transactions where reliable evidence is unavailable; the report should say what can and cannot be substantiated.
The cost approach considers the current amount needed to replace the asset's service capacity. It adjusts the substitute-asset cost for obsolescence, including physical deterioration and functional or economic obsolescence. Our recommendation is to ask how the valuer assessed the machinery, structure, equipment and utility of the individual boat. An original purchase invoice or recent refit invoice should not be treated as an automatic present-value result. The work should explain the relevant replacement evidence and adjustments, rather than apply an unsupported fixed annual depreciation percentage to every craft.
The income approach converts future amounts into a current discounted amount and reflects market expectations about those amounts. Our recommendation is to use it only with a clearly stated activity and supportable inputs relevant to the brief. For a boat operated commercially, distinguish the craft being valued from contracts, goodwill or other business assets that might enter a wider business valuation. The accounting reference describes a technique; it does not verify a Croatian charter income forecast or guarantee that a recreational craft has an income stream supporting the selected figure.
Broker tip: Our recommendation is to ask for a short explanation of the selected method and rejected alternatives. Require the actual evidence and adjustment reasoning before accepting a comparison table, historical invoice or unsupported income forecast as the valuation. Section 3
A fair-value measurement addresses a particular asset and considers characteristics market participants would take into account. The framework expressly identifies condition, location and restrictions on sale or use. Our recommendation is to provide the inspection evidence, documentary identity and relevant restrictions before the valuation is completed. Describe untested machinery and inaccessible areas as limits to the available information. The valuer should be able to distinguish inspected condition from an assumption supplied by the owner, rather than allow a clean presentation or extensive equipment list to substitute for evidence.
The standard calls for appropriate techniques supported by sufficient data, with relevant observable inputs used as far as possible. Our recommendation is to ask the valuer to identify the evidence source and the unsupported judgement in each material adjustment. If comparable evidence is sparse, the report should explain that limitation and how it affects the confidence placed in the result. Do not create artificial precision by converting an uncertain comparison into an exact-looking figure without the supporting analysis. An explicit limitation is more useful than an unexplained percentage adjustment.
The framework permits different techniques where appropriate and requires their indications to be evaluated for a representative conclusion within the range. It also treats transport differently from transaction costs where location is an asset characteristic. Our recommendation is to ask how a boat's present location, delivery assumptions and selected market have been addressed, without inventing a regional premium or relocation deduction. Where methods produce different indications, the report should explain the reconciliation. Simply averaging unexamined figures does not give the buyer or seller the reasoning needed to judge the chosen result. No official private-yacht price table, standard depreciation percentage or Croatia-wide private valuation tariff was verified. IFRS 13 is used as a disclosed financial-reporting methodology reference, not asserted as a compulsory private-sale rule. Broker tip: Our recommendation is to provide inspection evidence and ask the valuer to label assumptions and limitations. Request the reason for material adjustments and the reconciliation of differing methods rather than relying only on the final figure. Croatia's justice ministry describes permanent court experts as specialists who provide findings, opinions or valuations for judicial bodies or proceedings. It identifies ministerial appointment and provides official information links. Our recommendation is to distinguish that recognised judicial role from a broker's market-price opinion or an independently commissioned sale valuation. The official framework does not establish that every private boat sale must use a court expert. For a formal or disputed matter, ask the lawyer or receiving institution what report and professional status they need before commissioning the work.
Check the individual's relevant competence and the stated report purpose rather than relying on a title alone. The ministry provides a route to its list of permanent court experts and a contact for further enquiries. Our recommendation is to ask the proposed valuer about experience with the actual craft category, the evidence they will inspect and the written deliverable. The opened official sources do not establish a universal private yacht valuation fee or turnaround time. Obtain a quotation specifying the scope, access arrangements, exclusions and intended recipient of the report.
Tie the report to the actual vessel records. Ministry maritime instructions separate technical data, ownership and restrictions in the register and show the validity of the technical inspection through the e-Vessel service. Our recommendation is to supply the relevant record and condition evidence to the valuer, then check that the final report identifies the same craft and accepted inventory. A technical inspection status is useful documentary information but should not be treated as a substitute for the valuation's condition assessment or evidence that the stated market value has been verified.
Broker tip: Our recommendation is to confirm the receiving party's report requirements before commissioning a formal valuation. Send the valuer the documentary identity and inspection evidence, and check that the completed report identifies the same boat and stated scope. Your questions
No private yacht price table was verified from the opened official sources. This guide explains methods and evidence using an expressly identified financial-reporting reference, together with Croatian expert and vessel-record guidance. Our recommendation is to obtain a report or market opinion that states its purpose, date, evidence and limitations. A published asking price or an old purchase invoice should remain identifiable evidence rather than an unexplained present valuation result. (European Commission / EUR-Lex)
This guide does not present IFRS 13 as compulsory for every private boat sale. It is the European Union's adopted financial-reporting methodology reference used to explain fair value, evidence and techniques. Our recommendation is to agree the actual valuation purpose and basis with the professional before commissioning the work. If a lender, insurer, court or other recipient requests a report, establish that recipient's requirements separately rather than assuming the same document serves every purpose. (European Commission / EUR-Lex)
The cost methodology does not treat an invoice as an automatic present-value result. It considers current replacement of service capacity and adjustments for physical, functional and economic obsolescence. Our recommendation is to provide the refit evidence and ask the valuer how the work changes the individual craft's condition and utility. The report should explain that assessment instead of adding an unsupported amount or applying a universal depreciation percentage. (European Commission / EUR-Lex)
The opened justice ministry guidance does not establish that every private sale requires a permanent court expert. It describes their judicial role, appointment and information route. Our recommendation is to match the professional and deliverable to the purpose: an informal price opinion and a report intended for proceedings are different briefs. Where an institution will receive the report, ask what competence, status and scope it requires before ordering the work. (Ministry of Justice, Public Administration and Digital Transformation)
No. The methodology reference distinguishes asset value from transaction-specific costs. Our recommendation is to calculate selling expenses separately using actual quotations and the agreed allocation, then keep that calculation alongside the valuation or asking-price decision. This makes brokerage remuneration, document services and delivery costs visible rather than hiding them within a market-value adjustment. The report should identify its value basis so the seller can understand what its figure represents. (European Commission / EUR-Lex)
